IFES is a non-profit, non-partisan international organization. As the global leader in democracy promotion, IFES advances good governance and democratic rights by providing technical assistance to election officials; empowering the underrepresented to participate in the political process; and applying field-based research to improve the electoral cycle. Since 1987, IFES has worked in over 145 countries, from developing democracies to mature democracies.

Since 1994, IFES has played a significant role in promoting electoral, administrative, and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.

IFES Ukraine is seeking a National Cybersecurity Expert to conduct cybersecurity assessments and support ongoing and future cybersecurity and new technology initiatives under the digital transformation component.

MAIN DUTIES AND RESPONSIBILITIES:

  • Strategize and guide IFES Ukraine activities on cybersecurity and new technology initiatives for program development, planning and implementation purposes;
  • Lead analysis of existing cybersecurity legislation, strategies, policies and other documents envisaging electoral cybersecurity and IT-infrastructure in Ukraine;
  • Lead follow up analysis, support and planning related to the cybersecurity and digital transformation of election operations with the CEC Secretariat and State Voters Register (SVR);
  • Author and review technical requirements for hardware and software, including market researches of existing vendors and technical solutions in close cooperation with CEC Secretariat and SRV;
  • Author assessments of business processes and operations of the CEC, public e-services (upon IFES request);
  • Lead meetings with key stakeholders.

Deliverables:

  • Assessment of cybersecurity policy documents and/or program activities;
  • Market researches of vendors and technical solutions;
  • Technical requirements and specifications for IT-solutions, including hardware and software;
  • Cybersecurity implementation plans, contingency plans;
  • Cybersecurity business process reviews and reports.

EDUCATION and QUALIFICATIONS

  • Bachelor’s degree in Computer Science, Mathematics, Information Technology, Information Security, Cybersecurity or a related field. Master’s degree preferred.
  • Minimum 13 years of relevant work experience in development of projects in the field of ICT and Information Security for governmental agencies and Limited Liability Companies (LLC) in Ukraine;
  • Demonstrated leadership in management of at least two cybersecurity projects in the past, including, but not limited, planning and building data centers from scratch, or design and installation of network/server infrastructure, or development/implementation of Information Security Management System (ISMS) in compliance with ISO/IEC 27001 international standard;
  • Recognized technical expertise (letters of support, certificates) in development of technical solutions, requirements, market researches on cybersecurity solutions, or provision of audit and/or other risk compliance related activities, or deployment of the new cybersecurity policies;
  • Professional experience of working with international organizations, technical assistance programs, and public authorities would be an advantage.

LANGUAGE SKILLS: Fluency in English and Ukrainian languages is required. 

TRAVELTravel may be required.
