Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.
IFES is seeking applications to fill in the position of Procurement Officer. Under the supervision of the Senior Compliance and Subaward Manager, the Procurement Officer will conduct all procurement activities according to IFES internal and donor regulations.
MAJOR DUTIES AND RESPONSIBILITIES:
- Conduct procurement activity; maintain accurate and complete procurement records (including solicitation and selection process, debarment checks, and contracts); monitor process for compliance with IFES rules and donor regulations.
- Manage all contract-related processes, including monitoring BOAs and other agreements, ensuring completion of scopes (in cooperation with project leads) and payments (in cooperation with finance and project leads).
• Draft contracts for suppliers and consultants; review Scopes of Work and payment terms with program and financial staff to ensure completeness and compliance with IFES rules. - Ensure that internal shared folders are maintained, complete and up to date.
• While ensuring compliance, provide ongoing support, guidance and advice to the IFES Ukraine team in procurement actions. Support the procurement team in conducting training on compliance. - Review regularly IFES policies, donor awards, and Ukrainian legislation to ensure compliance.
• Provide support during the establishment and maintenance of program registration/accreditation;
• Translate written documents and/or provide verbal translation for staff as required
• Other duties as assigned.
SKILLS and SPECIFICATIONS
- The ability to remain highly organized while handling multiple tasks under tight deadlines;
- The ability to complete tasks with limited supervision;
- Excellent reporting and document handling skills;
- Excellent communication skills in order to be able to work with IFES program and administrative staff to identify and resolve issues;
- Willingness to adhere to all principles of confidentiality;
- Must value operating in a collaborative and cooperative environment;
- Ability to show initiative, good judgment, and resourcefulness; and
- Ability to handle sensitive issues and address inclusion matters with integrity.
EDUCATION AND QUALIFICATIONS
- Bachelor’s Degree in the relevant field, Master’s preferred.
• Minimum of four years of relevant working experience.
• Experience with an international organization preferred.
• Strong understanding of Ukrainian tax and labor laws.
• Strong Understanding of relevant IFES, USAID, UK, and Canada policies.
• Experience working on USAID-funded programs.
• Training/facilitation skill/qualification is an advantage;
• Proficiency in Word, Power point, Outlook and Excel.
LANGUAGE SKILLS: Fluency in written and spoken English, Ukrainian, and Russian languages required.
TRAVEL: Travel may be required.
