Since 1994, IFES has played a significant role in promoting electoral, administrative, and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.
IFES Ukraine is seeking qualified applicants for the position of Procurement Officer
The Procurement Officer will be responsible for managing and implementing procurement-related duties under the supervision of IFES Ukraine Senior Compliance and Subaward Manager.
MAIN DUTIES AND RESPONSIBILITIES:
- Research and analyze the market, stakeholders, and IFES requirements and propose a procurement approach;
- Conduct procurement activity; maintain accurate and complete procurement records (including launching solicitation and selection process, debarment checks, and contracts); monitor the process for compliance with IFES and donors’ policies and procedures;
- Manage all contract-related processes, including: drafting, negotiating, ensuring its signing and proper filing, monitoring, completion of scopes (in cooperation with the program departments leads), support the drafting of memos, and processing for payment (in collaboration with finance department and program departments leads);
- Manage contracts for suppliers and consultants; review Scopes of Work and payment terms with the program and financial staff to ensure completeness and compliance with IFES policies and procedures;
- Provide support in the process of project (program) registration/accreditation;
- Ensure that internal shared folders are maintained, complete, and up to date.
- While ensuring compliance, provide ongoing support, guidance, and advice to the IFES Ukraine team on procurement processes. Support the procurement team in conducting training on policies compliance;
- Translate written documents and/or provide verbal translation for the Procurement team as required
- Other position-related duties as assigned.
SKILLS and SPECIFICATIONS
- Strong analytical skills and ability to manage multiple initiatives within prescribed timelines;
- Ability to work and complete tasks with limited supervision;
- Value operating in a collaborative and cooperative environment;
- Excellent communication, presentation, and briefing skills;
- Ability to show initiative, good judgment, and resourcefulness;
- Conduct himself/herself with integrity and function ethically.
EDUCATION and QUALIFICATIONS
- Bachelor’s Degree in a relevant field (Business administration, Marketing, Economy, etc.);
- Minimum of four years of relevant work experience with a Bachelor’s degree or minimum of three years of relevant work experience with a Master’s degree;
- Demonstrated professional experience in procurement in Ukraine;
- Proven experience in implementing donor-funded technical assistance projects is an advantage;
LANGUAGE SKILLS: Fluency in English and Ukrainian languages is required.
TRAVEL: Travel may be required.
This position is based in Kyiv, and the incumbent will be expected to work on-site.
