Since 1994, IFES has played a significant role in promoting electoral, administrative, and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.
IFES Ukraine is seeking qualified applicants for the position of Senior Human Resources Officer.
The Senior Human Resources Officer will be responsible for managing and implementing all human resources related duties under the supervision of the IFES Ukraine Head of Operations.
MAIN DUTIES AND RESPONSIBILITIES:
- Ensure the personnel hiring and employment contract termination processes, including: overseeing the formulation of comprehensive job descriptions, posting of job vacancies, arranging interviews and preparing written tests for candidates, ensuring effective coordination of job offers and onboarding processes, drafting selection memos; ensuring contract termination is in accordance with IFES policies and Ukrainian labor law, coordinating exit interviews, etc.;
- Prepare and manage all personnel-related documentation that is required for internal records and for submission to General Directorate for Foreign/International Representatives (GDIP), encompassing employment contracts, modifications to employment terms (transfers, contract extensions, salary revisions, etc.), employment contract terminations, leave entitlements (annual, sick, maternity, educational, etc.), internal orders, etc.;
- Maintain accurate and up-to-date records of all IFES employees and all employee related documentation: employee repository, organizational chart, team list, etc.;
- Ensure compliance of personnel documentation with the Ukrainian Labor Law, personal data protection policies, and IFES internal policies and requirements;
- Monitor labor discipline and compliance of the employees with IFES Employee Handbook and other internal regulations;
- Ensure IFES Employee Handbook update/revision as needed;
- Develop internal instructions and reporting forms as applicable;
- Lead on and oversee IFES personnel performance review processes, assist in evaluating and benchmarking compensation and promotions;
- Prepare and manage the documentation related to the conscript staff reservation, as applicable. Coordinate all related communication with the state bodies as required;
- Lead on the development and administration of employee satisfaction and other related surveys;
- Support in addressing employee grievances and resolving employee conflicts or disputes;
- Provide analysis of job search resources;
- Consolidate and review employee timesheets and enter the data into the general timesheet tracking list according to internal requirements and Ukrainian legislation; track the use of entitled leave days by employees and ensure compliance within provided limits;
- Other position related duties as assigned.
SKILLS and SPECIFICATIONS
- Strong analytical skills and ability to manage multiple initiatives within prescribed timelines;
- Ability to work and complete tasks with limited supervision;
- Value operating in a collaborative and cooperative environment;
- Excellent communication, presentation, and briefing skills;
- Ability to show initiative, good judgment, and resourcefulness;
- Excellent writing skills would be an asset;
- Conduct himself/herself with integrity and function ethically.
EDUCATION and QUALIFICATIONS
- Bachelor’s Degree in a relevant field, Master’s degree preferred;
- Minimum of six years of relevant work experience with a Bachelor’s degree, or minimum four years of relevant work experience with a Master’s degree;
- Demonstrated professional experience in human resources in Ukraine;
- Proven experience in implementing donor-funded technical assistance projects is an advantage.
LANGUAGE SKILLS: Fluency in English and Ukrainian languages is required.
TRAVEL: Travel may be required.
This position is based in Kyiv and the incumbent will be expected to work on-site.
