Since 1994, IFES has played a significant role in promoting electoral, administrative, and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.

IFES Ukraine is seeking qualified applicants for the position of Senior Procurement Assistant

Under the supervision of the Senior Compliance and Subaward Manager, the Senior Procurement Assistant will be responsible for supporting related procurement actions.

MAIN DUTIES AND RESPONSIBILITIES:

  • Conduct and document market research to identify optimal vendors for various IFES procurements
  • Conduct procurement activity; maintain accurate and complete procurement records (including solicitation and selection process, debarment checks, and contracts);
  • Draft contracts for suppliers and consultants; review Scopes of Work and payment terms with the program and financial staff to ensure completeness and compliance with IFES rules;
  • Provide monitoring of BOAs and other agreements, ensuring completion of scopes (in cooperation with the program team), payments (in partnership with finance);
  • Support the procurement team in all related procurement actions;
  • Monitor the procurement process for compliance with IFES rules and donor regulations;
  • Support the procurement team in maintaining shared folders to be organized, complete, and up-to-date;
  • Translate invoices, bids/quotations, and contractual provisions as requested;
  • Maintain a sense of urgency and respond to and follow up on all requests promptly and efficiently;
  • Perform other tasks and special projects as the management team requires.

SKILLS and SPECIFICATIONS

  • Strong analytical skills and ability to manage multiple initiatives within prescribed timelines;
  • Ability to work and complete tasks with limited supervision;
  • Value operating in a collaborative and cooperative environment;
  • Excellent communication, presentation, and briefing skills;
  • Ability to show initiative, good judgment, and resourcefulness;
  • Conduct himself/herself with integrity and function ethically.

EDUCATION and QUALIFICATIONS

  • Bachelor’s Degree in a relevant field (Business administration, Marketing, Economy, etc.);
  • Minimum of two years of relevant work experience with a Bachelor’s degree or minimum of one year of relevant work experience with a Master’s degree;
  • Proven experience in implementing donor-funded technical assistance projects is an advantage;

LANGUAGE SKILLS: Fluency in English and Ukrainian languages is required. 

TRAVELTravel may be required.

This position is based in Kyiv, and the incumbent will be expected to work on-site.
