Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.
IFES is seeking qualified applicants for the position of Senior Project Manager.
The Senior Project Manager will design and implement activities within the Political and Electoral Rights section under the supervision of the IFES Head of Programs.
MAIN DUTIES AND RESPONSIBILITIES:
- Lead efforts to plan and organize voter education, legal reform anв GESI-related activities in accordance with the approved workplan, budget and performance monitoring plans in close coordination and collaboration with the project team, local partners, and stakeholders;
- Lead the development of a sustainable project management cycle based on implementation standards and guidance from the Head of Programs. Develop and maintain strong working relationships with stakeholders, build capacity within the project team to deliver high quality outcomes quickly and provide direction and guidance to the project team;
- Build and sustain effective close working partnerships with government counterparts and national stakeholders to achieve and sustain results on relevant components;
- Suggest priorities and adjustments to the work plan and design of activities;
- Develop ideas for new programmatic interventions and design, in collaboration with the program management team;
- Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable program results;
- Keep abreast, research, benchmark, introduce and implement best and cutting-edge practices in the voter education, GESI and legal reform areas. Institutionalize and disseminate best practices and knowledge learned;
- Initiate and oversee the recruitment of international and local consultants. Provide oversight and quality control for the consultants involved, as well as monitor their activities and results;
- Ensure relevant procurements are carried out in accordance with regulations, procedures, and donor requirements;
- Improve the visibility of IFES Ukraine by representing the organization at various public activities. Write news items for the website, newsletters, information emails. Ensure visibility and branding standards in documents for public consumption;
- Contribute to identifying, development and promotion of success stories and lessons learned from relevant interventions;
- Lead efforts to plan and organize events, workshops, trainings, etc. as necessary in support of voter education, legal reform and GESI-related activities;
- Contribute to and review regular programmatic reports to donors and IFES HQ, including monitoring & evaluation data collection;
- Provide oversight over relevant sub-award recipients, maintaining relationships and monitoring their activities and results;
- Provide clear guidance, oversee the activities, and monitor the performance of staff under his/her direct supervision.

EDUCATION and QUALIFICATIONS
- Bachelor’s Degree in the relevant field, Master’s degree preferred;
- Minimum of ten years of relevant work experience with a Bachelor’s degree, or minimum eight years of relevant work experience with a Master’s degree;
- Demonstrated professional experience and knowledge in the thematic area of political and electoral rights and civil society engagement;
- Strong analytical skills;
- Proficiency in Word, Power Point, Outlook and Excel;
- Prior experience in managing staff is required.
LANGUAGE SKILLS: Fluency in English and Ukrainian languages is required.
TRAVEL: Travel may be required.
This position is based in Kyiv and the incumbent will be expected to work on-site.
