INTERSOS is a humanitarian organization on the front-line of emergencies, bringing assistance to victims of armed conflicts, natural disasters and extreme exclusion with particular attention to the protection of the most vulnerable people.
Since 1992 our humanitarian workers have been helping people affected by humanitarian crises: we provide first aid, food, shelter, medical assistance and basic goods. We ensure that basic needs, as education, access to clean water and health assistance, are met.
An INTERSOS emergency team is in Lviv where we are launching an intervention to assist internally displaced people and support local health facilities close to the fighting areas, already under high pressure due to the influx of displaced people and the shortage of doctors, drugs and medical supplies. We are supporting an oncological hospital and some shelters in Lviv and we also started operating in Vinnytsia, both in the city and in the surrounding areas, with protection and health care activities. Another emergency team arrived in Odesa to deliver trauma kits and meet the growing needs of the population.
INTERSOS is opening a position of Information Management Officer in Vinnitsia (with frequent travels in Vinnitsia oblast).
Contract duration: 6 months with a possibility of extension.
Main Purpose
Develop and maintain information management strategy including internal information flow in accordance with INTERSOS standards, policies and protocols.
Create operational data management systems to enable effective analysis and monitoring including data quality control protocols and standards for validation and sharing of data.

Tasks
- Provide IM services for key decision-making including; data collection, data entry, collation, analysis and information dissemination
- Maintain and regularly update (on a fortnightly or monthly basis) the existing IM products to ensure all are up to date. In particular:
- contact directory and mailing list
- Who does What Where (3W) database and derivative products, such as charts and maps
- Who does What Where and When (4W) database tracking post emergency response and the consequent mapping. This may include needs and gap identification for the sector facilitating and agreeing boundaries/benchmarks to enable prioritization
- Proactively gather information from other clusters/organizations/partners including movement of population, potential camp locations and road networks
- Support in the overall information management of the INTERSOS programmes in the mission
- Support the assessment database and development new mobile assessment forms, where required
- Clean, aggregate, compile, and analyse assessment datasets. Develop and update weekly/monthly programme performance monitoring dashboards
- Produce visual materials with aggregate data to support project communications and reporting
- Build the capacity of other team members on the use of online assessment tools
- Support the adoption of mobile data collection tools by field teams
- Provide technical guidance to programme personnel regarding possibilities and limitations of electronic data collection tools
- Attend workshops and reviewing professional publications
- Prepare quarterly, monthly and weekly reports of activities
- Liaise with technical staffs of other organizations and participate in meetings and activities by coordinating bodies, under the supervision of the MEAL Manager
- Prepare surveys and tool to support the team if needed
Other responsibilities:
- Uphold INTERSOS Code of Conduct and policies
- Ensure the respect of the core humanitarian principles: neutrality, impartiality, independence and humanity and the respect of the “do no harm” principle of humanitarian action
- Strictly follow the internal procedures and guidelines and Standard Operating Procedures (SOPs)
- Any additional tasks in support of project information management as assigned by the Line manager
Requirements
- Degree in relevant field (information management, analysis, statistics or other related area)
- Minimum 3 years relevant professional experience of providing humanitarian information management support during rapid onset humanitarian crises
- Proven and demonstrable knowledge and experience in statistics, data analysis and/or information management
- Ability to use a logical and structured approach to collate, manage and synthesize both qualitative and quantitative information
- Reporting skills, experience with monitoring tools and systems, different data collection methodologies and analysis
- Excellent skills in visualisation of data and information
- Advanced excel skills and experience with analytical software packages is an asset
- English and local language
- Diplomatic skills in networking with partners, authorities and donors
- Ability to deal with a varied, demanding, often conflicting and rapidly changing workload
- Experience in complex emergency setting involving internal displacements
