General function: Under the overall supervision of the Chief of Mission and the direct supervision of the Emergency and Stabilization Coordinator (Eastern Area of Ukraine) and the Water, Sanitation and Hygiene (WASH) Specialist, the Consultant will perform the tasks associated with the implementation of project components, as assigned.
The position is related to the provision of complex follow-up support of reconstruction works on the social infrastructure objects to be conducted in non-government controlled areas of Lugansk region including regular monitoring, communication with contractors and preparation of the appropriate project reports.
Specific functions.
- Assist the Emergency and Stabilization Coordinator (Eastern Area of Ukraine) and the WASH Specialist in the overall implementation of construction-related project components and related reporting;
- Conduct field visits in coordination with IOM’s IP where necessary or directly to assess the rehabilitation needs of identified sites and provide preliminary recommendations on the best rehabilitation solutions that can be envisaged through IOM’s programming;
- Review, prepare and support the preparation of technical documents – including designs, Bills of Quantities (BoQs), technical specification summaries, and other – related to IOM’s rehabilitation/construction programming;
- Follow up with the IP and the selected construction companies on the works being implement, to ensure compliance with the BoQs, with the agreed-upon quality standards of materials and finishing, as well as with the existing norms for construction;
- Flag and follow up on outstanding issues between IOM and the IP, the construction companies or other relevant stakeholders, and advise on possible solutions to overcome possible obstacles;
- Recommend ways to improve the existing internal and multi-lateral coordination and implementation procedures pertaining to the implementation of rehabilitation activities;
- Provide regular reports and updates based on the visits to social infrastructure and other rehabilitation sites, including details on the implementation progress, evaluation of the quality of the conducted works and recommendation on additional works to be conducted;
- Provide all necessary technical support, including support documents in view of meetings with main stakeholders (identification of gaps, technical analysis, choosing appropriate modalities, etc.), inputs for reports and development of project proposals, as well as summary documents for internal and external use;
- Perform such other duties as may be assigned.
Requirements:
Education:
Diploma on complete higher education in engineering, architecture or related field from an accredited academic institution is required.
Experience:
- Significant experience of working with standards in construction sphere;
- At least 5 (five) years of experience in professionally responsible architecture and engineering area (in the capacity of Engineer or Area Supervisor) is required;
- Experience in supervising medium to large-scale construction works, especially ones related to rehabilitation;
- Good knowledge of technical design, drawing, construction technology and practices;
Skills and competences
- High level of computer literacy;
- Excellent communication, interpersonal and organizational skills;
- Acting as a team player and facilitating team work;
- Demonstrates ability to produce high-quality products while working against short deadlines and stressful environment;
- Fluency in Ukrainian and Russian is required. Knowledge of English is an asset.
