The objective of this project is to enable transformation of market for investments in EE in public buildings in the country, by using Energy Service Company (ESCO) modality, utilizing Energy Performance Contract (EPC), facilitated by introducing single nationwide energy management information systems (EMIS) for Ukraine.
The project has four components which are as follows:
- Component 1: Formulation and introduction of a streamlined and comprehensive legal/regulatory, and policy framework for promoting energy efficiency in public buildings.
- Component 2: Promotion of private investment in energy efficiency in public buildings through appropriate catalytic financial incentives.
- Component 3: Demonstration of the implementation of EPC modality for energy efficiency initiatives in public buildings in different cities/municipalities.
- Component 4: Establishment and operationalization of a National Energy Management and Information (NEMIS) and a NEMIS Database.
Under its Component 3 the Project is to implement at least 10 pilot projects in selected public buildings to demonstrate the energy and cost-saving potential of energy efficiency measures.
In recent years there has been an increased interest in the provision of energy services to achieve energy and environmental goals. In particular some new companies providing energy services to final energy users, including the supply and installations of energy efficient equipment and/or the building refurbishment. These companies, defined as Energy Service Companies (ESCOs), differ from the traditional energy consultants or equipment suppliers as they can also finance or arrange financing for the operation and their remuneration is directly tied to the energy savings achieved.
The Project considers ESCOs as important agents to promote energy efficiency improvements in public buildings. Though lately ESCO modality in municipal public sector demonstrates rapid growth by number of tenders announced, ESCO market in Ukraine is at juvenile level as actual number of ESCO contracts signed is not significant and the amount of financing attracted is even less so.
Numerous barriers still hamper ESCO market development in Ukraine. In particular, introduction of ESCO mechanism in public sector still needs legal clarification, and implementation of thermo-modernization in budgetary institutions with the attraction of credit resources under municipal guarantee is still an issue. At the same time, business risks related high cost of capital and inflation limits ESCO-funded measures to those with high return rate. This dictates a necessity to look for new approaches and models to insure effectiveness and sustainability of ESCO modality in the country.
The UNDP Project is therefore to help determine (what still needs to be undertaken in order to strengthen the ESCO market development in Ukraine; to contribute to updating ESCO-related legislation and regulations, and to promote the importance of ESCO modality in increasing energy efficiency in public buildings among municipalities, local and national government.
To this end UNDP is seeking for the knowledge champion in the field of ESCO market development who will lead the activities under the Component 3 of the Project.
Duties and Responsibilities
Under supervision of the Project Manager, and overall guidance of the Chief Technical Advisor on ESCO, the ESCO Engineering Analyst will perform the following functions:
- Lead, manage and coordinate the activities of the Project related to ESCO market development.
- Determine the partnerships landscape related to ESCO market development to ensure optimal partnerships for the Project.
- Supervise energy auditors and feasibility study consultants.
- Facilitate continuous dialogue with the Government, partner municipalities and other key partners; liaise with national stakeholders, including the State Agency for Energy Efficiency and Energy Savings of Ukraine, Ministry of Ecology and Natural Resources of Ukraine, Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine; Verkhovna Rada of Ukraine and other identified partners.
- Provide technical support related to the development (drafting) of primary and secondary legislation (regulations) to support the development of the ESCO market and building regulations in Ukraine.
- Represent UNDP Project technical advisory support to the national partners in preparation of concepts, roadmaps, action plans and other strategic and regulatory documents related to ESCO market development and energy efficiency in public buildings, in particular in the municipal sector.
- Act as a knowledge based advisory service provider for establishment and maintenance of relationship with central and local national authorities, banking sector, non-governmental organizations, associations and international organizations.
- Help design and execute innovative proposals/approaches to strengthen UNDP Project reputation and to help secure adoption of the project-supported policy and regulatory packages.
- Work with partner cities and organizations in Ukraine to support ESCO market development including support for launching EPC municipal tenders to select companies to carry out ESCO investments in public buildings.
- Take a lead role in ensuring that the UNDP-IFC (or other financial partner) financial support mechanisms are developed and used to support investments in public sector.
- Assume responsibility for the quality and timing of Project outputs related to ESCO market development under the Project Component 3;
- Develop and contribute to knowledge products on ESCO market development, including joint analytical work as well as evaluations, guidance notes and lessons learned papers.
- Lead the development of ESCO- and EE-related informational and educational materials.
- Support capacity building, training, and awareness raising activities related to ESCO market development in Ukraine.
- Facilitate transfer of UNDP knowledge and expertise in ESCO market development to Ukrainian and international counterparts.
- Support strategic contacts, dialogue and thematic exchanges.
- Represent the Project at various panels and workshops as deemed necessary.
- Help build the UNDP Project image via (high)-level meetings, events and government relations opportunities.
- Participate in seminars, workshops, conferences related to energy-efficiency in public buildings in Ukraine with a focus on ESCO market development.
- Help strengthen communication of the project in order to communicate results, deepen stakeholder knowledge, contribute to knowledge networks and communities of practice and promote UNDP and the Donor expertise.
- Contribute to identifying and addressing the risks associated with the Project implementation.
- Participate in planning and reporting activities of the Project.
- Undertake other duties that contribute to the effective implementation of the Project.
Institutional Arrangement:
Under supervision of the Project Manager, and overall guidance of the Chief Technical Advisor on ESCO the ESCO Engineering Analyst is fully responsible for implementation of Component 3 of the Removing Barriers to increase investment in Energy Efficiency in Public Buildings in Ukraine through the ESCO modality in Small and Medium Sized Cities project according to the project document, UNDP corporate rules and procedures.

Required Skills and Experience
Education:
- Master’s degree (or equivalent) in Economics, Public Administration, Project Management, Social Sciences, Law, Engineering or other relevant field.
- Bachelor`s degree with 2 additional years of relevant experience will be given due consideration in lieu of Master’s degree.
Experience:
- Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant experience in professional managerial advisory services or expert work for the government, commercial or multilateral organization(s) related to energy and/or investments.
- Strong background in energy/utility law and regulation is required.
- Proven prior experience (of professional or advisory services to the Government (or national level counterparts) and/or reputable international organizations is a strong asset.
- Experience in the field of ESCO (or other mechanisms to finance energy efficiency) is highly desired.
- Proven experience of work with municipalities/local communities on energy effeincy is an asset.
Languages:
- Fluent written and spoken English, Russian and Ukrainian.
Skills:
- Proven reports and/or publications record related to energy legislation, energy efficiency initiatives/projects, investments in EE sector or ESCO market development.
- Understanding of the key issues faced by organization involved in energy and utilities sector in Ukraine, the political and regulatory background, the energy efficiency market gaps and opportunities.
- Excellent analytical, advisory, communication and writing skills is an asset.
- Proficiency in use of office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems is an advantage.
