Local Context: With presence and experience in Ukraine since 2016, UNOPS has provided, on behalf of the Government and people of Ukraine, project management and procurement services to support the national reform and sustainable development agenda, take environmental and climate action, strengthen the rule of law, improve energy and healthcare solutions, as well as address economic and governance institutional weaknesses.
The invasion of Ukraine in February 2022 has led to a severe and highly complex humanitarian emergency with a global impact not witnessed in Europe for over 70 years. The international response to the Ukraine crisis has been significant, with exceptional support being provided by many donor countries and organizations. UNOPS, with its ability to add considerable value in its core mandated areas of infrastructure, procurement, and project management services, is part of the response to the ongoing emergency and is augmenting its capacity to be able to provide robust and timely support over the long term, through the recovery and eventual reconstruction phases. Recognizing the enormity and complexity of the challenges ahead, UNOPS is establishing a dedicated Ukraine Country Office (based in Kyiv), from where UNOPS’ operations will, with the support of the UNOPS ECR Regional Office (based in Geneva) and UNOPS’ HQ (Copenhagen), be planned, resourced, implemented, managed and controlled in the months and years ahead
UNOPS Ukraine Country Office is looking for multiple Civil Engineer positions to provide required services ensuring smooth implementation of the engineering works within ongoing and developing infrastructure activities in Kyiv
She/he is required to follow up on Work Plans and activities of contractors and report accordingly to the Lead Civil Engineer as a direct supervisor or designated alternate. The role will be based in Kyiv with frequent field travels to different regions of Ukraine on an as needed basis.
The Civil Engineer provides technical assistance and expertise with reference to the construction works as well as field coordination, ensuring high quality and consistency of work, for the construction works. The Civil Engineer promotes a collaborative, client focused, quality and results-oriented approach in the Project Team.
Under the direct supervision of the Lead Civil Engineer the Civil Engineer will undertake following tasks/duties in geographically determined area of responsibility:

1. Construction works supervision

Provide expert opinion/advice to the Project Managers and the Lead Civil Engineer on all engineering issues for assigned works.

Conduct needs assessment of the building and structures that are to be reconstructed and
provide comprehensive needs assessment reports. -
Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time.

Provide regular reports to the Project Managers and the Lead Civil Engineer and provide inputs for the periodic and final Reports to inform donors and the key stakeholders on Project progress.

Manage contractors and contract execution to ensure delivery according to the scope, budget and time and in compliance with the technical documentation.

Formulate and/or check and revise Terms of Reference, scope of works and all technical documents/designs in line with national legal framework and UNOPS norms and standards.

Ensure that documentation on site are kept according to the valid law for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation).

Maintain the cooperation with the construction supervisors, contractors, designers and local authorities.

Ensure the Construction Supervisor provides reports on the activities specified within the valid law for planning and construction.

Ensure respect of Health and Safety procedures on the site and notify the Supervisor of any irregularities immediately after.
- Perform other duties as assigned by the Lead Civil Engineer in the agreed timeframe.

Supervise the quality of the construction materials and collected attest documentation.

Verify and contribute to technical specifications of products, apparatus, services and associated quality material

Ensure the contractor provides method statement for works prior commencement and perform the quality check of the presented document.

During the Defect Notification Period (DNP), intervene as required and liaise with the contractor to fix in a timely manner issues that arise and covered by the defect notification period.
3. Monitoring and progress controls

Conduct needs assessment of the building and structures that are to be reconstructed and provide comprehensive needs assessment reports.

Review and contribute to Contractor’s Quality Health and Safety, Social and Environment plans and ensure its compliance.

Ensure on site works are provided in accordance to all Health and Safety, Social and Environmental requirements, norms, national and international best practices
-
Hold sites coordination meetings with the contractors, technical supervisors and other stakeholders as necessary and provide minutes of meeting for construction-related meetings.

Provide Site Visit Reports on Project related activities, specifying work progress and arising issues

Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time.

Provide UNOPS with photographic (before, ongoing, after) and reports including lesson learned.

Assigned civil works / infrastructure projects implemented following the envisaged timeline, budget, in line with national construction legislation and UNOPS norms and standards.

Strong technical contribution to individual project development, including financial aspects.

Reports from meetings and site visits produced within 2 working days.

Provision of photo documentation illustrating the infrastructure activities on the site.

Timely, accurate and worthy contribution for all reports envisaged as standard project reporting.

Education

Bachelor degree in Civil Engineering is required
Work Experience
Required
-
Minimum two years of relevant professional civil engineering experience is required.
-
Experience in civil works design and construction, supervision and/or implementation of buildings construction and reconstruction for medium to large scale construction projects is required.
Desirable
-
Experience in working with the EU and/or a UN agency would be a strong asset.
Certifications
-
Certification/Registration for construction supervision and quality assurance from the Ministry of Regional Development, Construction and Housing Ukraine is desirable.
-
Certified/Registered for consultant engineer would be an asset.

Project Management certification (for example PRINCE2® Foundation) would be an asset
Driving license
-
Driving license(B category) and ability to travel independently is required
Language requirements

Knowledge in Ukrainian is required

Fluency in written and spoken English is advantage
Functional competencies

Strong computer skills and advanced working knowledge of Microsoft Office is required

Knowledge of a CAD software is required

Familiarity with FIDIC Contracts is desirable
