Deloitte is seeking resumes for qualified candidates to serve as Project Engineer in support of the USAID Health Reform Support project. The position is full-time and will be based in Ukraine.

Project Description
The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
The Project Engineer will support the HRS program in providing construction management and systems engineering services to the program’s stakeholders in Ukraine.
Responsibilities
- Develop and evaluate engineering system concepts and options to determine the best design and engineering solutions;
- Design of building engineering systems, including power distribution, lighting, emergency power, fire alarm, security, television, telephone, and computer network systems;
- Perform design calculations and develop/prepare technical specifications and drawings;
- Perform site visits to evaluate existing systems or to inspect engineering systems work during construction;
- Participate in meetings to effectively gather design data from various stakeholders;
- Communicate effectively with project technical teams, senior management team, procurement specialist, stakeholders, and other parties;
- Act as lead engineer on the project, support in the developing contract documents, technical specifications, design analyses, cost estimates, and other relevant documents;
- Report on technical issues and provide status updates;
- Perform other duties as may be required.
Requirements
- Bachelor’s Degree in engineering or a relevant field
- Minimum five years of related work experience, specifically with engineering systems for buildings
- Strong computer skills, experience with Windows Office and construction management software;
- Demonstrated ability to prepare draft modifications, responses to requests for information, process submittals, prepare field observation reports, conduct progress meetings, and prepare meeting minutes;
- English is required;
- Experience working in an Architectural/Engineering company desired;
- Experience working on USAID-funded projects is a plus.
