Engineer (Technical Adviser)

part-time work

After nearly two years of enduring the full-scale aggression from Russia, the Swiss Humanitarian Aid has steadfastly assumed the role of coordinator and executor of various small-scale humanitarian projects. These initiatives are strategically designed to provide direct support to vulnerable residents, returnees, and IDPs residing in the war-affected territories of Ukraine.

Job objective:

• Supervise construction activities on behalf of the Swiss Humanitarian Aid team to ensure compliance with design specifications and industry standards, supporting recovery and resilience efforts for residents and returnees.
• Provide technical expertise and guidance during the project design development phase for small-scale projects, when relevant aligned with the “build back better” approach.
• Support in the preparation of technical documentation, including specifications, BoQs, drawings, and reports, specifically tailored to meet the needs of vulnerable populations, returnees, and IDPs.
• Verify data related to construction progress, quality, and compliance for damaged, interrupted, or affected social/critical infrastructure, equipment, or services.
• Conduct regular site visits to oversee construction activities (mainly East, North, and South areas).
• Ensure that construction work adheres to approved designs and specifications, focusing on the repair and restoration of small-scale social/critical infrastructure.
• Identify and address any technical issues or deviations from the project plan in alignment with recovery efforts.
• Review and provide input on project designs and plans for small-scale initiatives.
• Offer technical advice to improve design efficiency and cost-effectiveness for projects supporting vulnerable populations.
• Work closely with the project team to integrate technical requirements into the design, with a focus on immediate needs on the ground.
• Assist liaising and negotiating with contractors and sub-contractors to prepare tender documents, purchase orders and delivery instructions and to keep track of construction and engineering materials and ensure they are delivered to project sites when required.
• Assist in the preparation of technical documentation, including project specifications, BoQs, drawings, and technical reports, cost, materials and time analyses, draft contracts and budgets and risk assessments, etc.
• Ensure that all documentation meets regulatory and industry standards.
• Scrutinize engineering contractors, NGOs and sub-contractors labour, material and timing estimates and proposals, as well as draft contracts, to ensure value for money and the best outcomes for vulnerable beneficiaries.
• Verify and validate construction-related data, including progress reports and quality assurance metrics, for damaged, interrupted, or affected social/critical infrastructure.
• Collaborate with project managers to ensure accurate and up-to-date project documentation in alignment with emergency actions.
• Regular reports on construction progress, highlighting any technical issues or concerns.
• Input and recommendations on project design improvements for small-scale initiatives and negotiations with contractors and sub-contractors.
• Completed technical documentation as required for projects addressing the immediate needs of vulnerable populations.
• The part-time engineer or technical adviser will report to Humanitarian National Programme Officer on a regular basis.
• Attend project meetings and provide technical updates and recommendations.

Requirements for the position include:

• The candidate must possess a degree in quantity surveying, civil engineering, construction project management or similar and relevant; and up-to-date professional qualifications and permits to practice in Ukraine.
• At least 8 years of experience in construction engineering in Ukraine or internationally, and a strong understanding of the legal requirements and permissions required for construction in Ukraine.
• Strong analytical and critical thinking skills, excellent networking, negotiating and interpersonal skills.
• Ukrainian/Russian and English language skills, both written and spoken.

Duration and Working Hours

• The engagement is part-time (20%), with an estimated commitment of [8] hours per week.
• The contract duration is from [15.02.2024] to [15.08.2024].
• The work is conducted independently and home-based.
• The consultant has regular meetings with the Swiss Humanitarian Aid team (in Kyiv and/or online) and with SHA contractors/sub-contractors as needed.

We offer: 

• the part-time engineer will be compensated at a daily rate (effective work time will be paid based on hourly fee, incl. all taxes.)
• payments will be made on a monthly basis, after receipt and acceptance of the activity report.
• effective costs for Travel and accommodation
• per diems (lump sum/day) during field.
