Position Title: Irrigation Design and Construction Supervision Engineer

Location: The post of assignment is Kyiv, Ukraine.

Level of Effort: This is a long-term, full-time billable position.

Background:

The USAID Harvest Activity enables supported male and female grain and oilseed farmers, including marginalized and underserved groups, to return production and income for target commodities to at least pre-war levels while improving production efficiency and profitability and position farmers to market their crops more successfully and profitably in the wartime context. An important component of the Activity is the rehabilitation and improvement of irrigation systems in the specified parts of the country.

Position description:

Irrigation design and construction supervision engineer. The irrigation design and construction supervision engineer will assist the infrastructure manager in assessing Ukraine’s irrigation systems, identifying candidate systems for Harvest support and overseeing irrigation construction activities from design to completion. As delegated by the infrastructure manager, provides technical direction to construction subcontractors. Develops subcontract change orders or modifications that are reviewed by the home office Contracts Department prior to signature in the FO. Keeps the COP and infrastructure manager informed on significant issues involving A/E and construction services. Reviews A/E services and construction subcontractor contractual documents for technical soundness.

Responsibilities:

  1. Assist infrastructure manager in implementing and managing the Harvest irrigation/drainage activities in accordance with the Construction Implementation Plan (CIP).
  2. Assist the infrastructure manager in  developing a screening criteria and selecting irrigation and drainage systems to be supported under Harvest.
  3. Assist in preparing required approval checklist for all irrigation/drainage design and construction activities to be carried out under Harvest.
  4. Assist in identifying candidate systems for Harvest support and overseeing irrigation/drainage construction activities from design to completion.
  5. Review A/E services and construction subcontractor contractual documents for technical soundness.
  6. Assist in developing independent cost estimates for irrigation/drainage design and construction
  7. Assist in procurement of A/E services for irrigation/drainage design and construction
  8. Provide technical direction to design and construction subcontractors.
  9. Develop subcontract change orders or modifications as required.
  10. Assist in reviewing payment approvals for design and construction subcontractors.
  11. Assist in preparing all irrigation/drainage design and construction inspection and acceptance procedures.
  12. Prepare procedures for monitoring field surveying and material testing carries out by sub-contractors
  13. Assist in preparing handover, warranty support, and O&M procedures for all irrigation/design construction activities
  14. Prepare procedures for developing and managing irrigation/drainage design and construction activities to include WBS and Gant charts.
  15. Ensure all required permits are approved prior to start of construction activities.
  16. Assist in preparing Construction Risk assessment, Quality Management Plan, EMMP  Health & Safety and other documents as required to support the  Irrigation/drainage Design and Construction activities.
  17. Develop and manage document control procedures for all irrigation/drainage design and construction activities.
  18. Assist in developing and supervise GIS activities to support irrigation/drainage design and construction activities.
  19. Supervise preparation of a reference library (English/Ukrainian) for all building standards and codes to be used for Irrigation/drainage Design and Construction activities.
  20. Assist in developing and implementing annual work plans and budgets reflecting the needs and priorities of USAID and local stakeholders
  21. Assist Infrastructure Manager to achieve program targets and deliverables as described in the program work plans and the contract.
  22. Assist Infrastructure Manager in ensuring quality control and overall responsiveness of technical assistance provided under the contract.
  23. Ensure the effective use of appropriate management tools to plan, organize, and monitor costs and resources to achieve project objectives.
  24. Develop training materials and assist in providing training to support the irrigation/drainage design and construction activities
  25. Develop required templates  and guidelines to support the irrigation/drainage design and construction activities
  26. Participate in all meeting and workshops that involve Harvest irrigation/drainage design and construction activities
  27. Manage Infrastructure related activities in the absence of the Infrastructure manager.
  28. Keep the COP and infrastructure manager informed on significant issues involving A/E design and construction services.

Qualifications

  • Minimum educational requirement of a Bachelor of Science degree (master’s preferred) in civil engineering, irrigation engineering, hydraulic engineering, or a comparable discipline.
  • At least 10 years of overall experience and previous experience on projects of similar scope and complexity with demonstrable experience in:
    • Design and construction of irrigation schemes;
    • Construction management/oversight of irrigation in developing countries and/or for USAID, EU, World Bank, ADB or other international donors;
    • Experience in preparing technical specifications for irrigation systems, including sprinkler irrigation systems and micro-irrigation;
    • Experience in conducting quality conformance tests and evaluating test results for conformance with International and US quality guidelines; and
    • Able to generate site visit reports [supported by photos] and follow up with the defect rectification.
  • Demonstrable knowledge of construction norms for irrigation schemes in developing countries and the US.
    • Preparing contracts for irrigation rehabilitation works (with the contract specialist)
    • Supervising teams of field engineers responsible for onsite construction supervision
    • Managing all aspects of contracts from evaluating submitted proposals from contractors to construction implementation and on through the design liability period to the final handover to the client user
  • Demonstrable communication, reporting, creative problem solving, and management skills.
  • Prior experience working in conflict or post-conflict settings with similar conditions to Ukraine.
  • Prior experience with rehabilitating Soviet era irrigation schemes a plus.
  • Proficiency in English.
