Фонд «Партнерство за сильну Україну» (ФПСУ) — це багаторічна, мультидонорова фінансована програма, координатором якої є Міністерство закордонних справ, у справах Співдружності Націй та розвитку Сполученого Королівства (МЗС Британії) та здійснюється у співпраці з Урядом України.

У рамках своїх проектів  ФПСУ надаватиме технічну допомогу та підтримку Українському національному центру розбудови миру/Національному інформаційному бюро (UNCP/НІБ) для розбудови його інституційної, операційної та адміністративної спроможності з метою виконання своєї основної функції як власника Єдиного реєстру осіб, зниклих безвісти. ІТ-бізнес-аналітик (консультант) проаналізує поточну ІТ та безпекову інфраструктуру НІБ та запропонує технічні рішення для модернізації та оцифрування ІТ-рішень установи для кращого задоволення потреб бізнесу. Очікується також, що консультант розробить набір специфікацій, які будуть використовуватися при оголошенні тендера для розробки необхідних ІТ-рішень і рішень безпеки та відборі пропозицій від потенційних постачальників пошуку постачальників я збору пропозицій від потенційних постачальників.

Обов’язки

• Аналіз поточного стану та технічних проблем ІТ та безпекової інфраструктури НІБ. 
• Визначення потреб для бізнес-процесів НІБ та очікувані зміни в ІТ та безпековій інфраструктурі. 
• Управління обсягом ІТ-рішень, виявлення необхідних змін. 
• Підготовка user stories, use cases, вимог, специфікацій та документації. 
• Встановлення пріоритетності вимог та їх розміщенням для задоволення пріоритетних потреб. 
• Визначення атрибутів якості (нефункціональні вимоги), включаючи зовнішні інтерфейси та обмеження. 
• Розробка специфікацій для детальних функціональних вимог та інших визначених завдань разом із технічною групою. 
• Супровід тендерного процесу, включаючи розробку тендерних вимог, документів та технічну оцінку пропозицій. 
• Надання експертного внеску за запитом, включаючи потенційну участь у технічних оцінках і підтримку з моніторингу та укладення контракту з обраним постачальником для впровадження ІТ-рішень. 
• Консультація та контроль впровадження рішень і проведення внутрішньої та зовнішньої оцінки прийнятності рішення. Визначення критеріїв прийнятності рішення. 
• Оцінка роботи та вимог до етапів виробництва та пост-продакшну.

Кваліфікаційні вимоги:

• Бажаний ступінь бакалавра з комп’ютерних наук, інформаційних технологій або у відповідної галузі. 
• Мінімум 5 років роботи IT бізнес-аналітиком. Досвід як Product Owner буде плюсом. 
• Досвід написання user stories, кейсів та критеріїв прийняття для бізнес-процесів. 
• Знання та розуміння роботи мереж, баз даних та інших технологій. 
• Практичний досвід документування бізнес-процесів, інтерфейсів користувача, структур даних, UML. 
• Досвід у визначенні вимог для серверних API, клієнтської інфраструктури, технічної відповідності тощо. 
• Досвід роботи з Agile. 
• Вміння складати функціональні та нефункціональні вимоги, проектувати use cases та системні діаграми. 
• Досвід складання схем розвитку бізнесу інформаційної архітектури, політик розвитку, стандартів та довідкових систем. 
• Знання кращих практик інформаційної безпеки та відповідних програмних і апаратних засобів. 
• Бажано володіння англійською мовою .

Summary

PFRU is a multi-donor funded programme managed by the United Kingdom’s Foreign, Commonwealth and Development Office (FCDO) and other foreign donors with an overarching aim to strengthen the Ukrainian government’s resilience against Russian aggression and deliver essential support to the Ukrainian government, civil society and the private sector. 

As part of its activities, the PFRU will be providing technical assistance and support to the Ukrainian National Center for Peacebuilding/National Information Bureau (UNCP/NIB) to build its institutional, operational and administrative capacity in order to deliver its primary function as the holder of the Unified Register of Missing Persons. 

The IT Business Analyst (consultant) will examine the NIB’s current IT and security infrastructure and propose technical solutions for modernising and digitising its IT solutions to meet its business needs better. The consultant is also expected to develop a set of specifications that will be used to solicit bids from potential suppliers for the IT solution and information security solutions that are needed.   

Responsibilities:

• Analyze the current state and technical challenges of the IT system and information security infrastructure of the NIB. 
• Identify the needs of the NIB’s business processes and expected changes in the IT and security infrastructure. 
• Manage the scope of the IT solutions and detect and track needed changes. 
• Prepare user stories, use cases, requirements, specifications, and documentation. 
• Prioritize the requirements and manage their allocation to meet the priority needs. Define quality attributes (non-functional requirements), including external interfaces and constraints. 
• Develop specifications of detailed functional requirements and other identified tasks with the technical team.  
• Support the tendering process, including the development of tender requirements, documents and technical evaluation of proposals. 
• Provide expert input as requested, including potential participation in technical evaluations and support with monitoring and contracting the selected vendor for implementing IT solutions. 
• Advise and monitor the implementation of solutions and conduct internal and external solution acceptance. Manage solution acceptance criteria. 
• Estimate the work and requirements for the production and post-production stages.

Requirements: 

• Bachelor’s degree in computer sciences, information technology or relevant field desired.  
• Five or more years of as an IT business analyst. Experience as a Product Owner will be a plus. 
• Experience in writing user stories, cases, and acceptance criteria for multiple business processes. 
• Deep knowledge and understanding of networks, databases and other technology. 
• Hands-on experience documenting business processes, user interfaces, data structures and business logic, UML.  
• Experience in defining requirements for server APIs, Client Framework, technical compliance, etc.  
• Experience working within Agile environment, using different frameworks. 
• Proficiency in writing functional and non-functional requirements, user cases design, and system diagrams.  
• Experienced in the compilation of business development schemes of information architecture, development policies, standards, and reference systems. 
• Knowledge of information security best practices and relevant hardware and software applications.   
• Proficiency in English is highly desired.

Duration of Assignment:

3 months with the possibility of extension.
