Under the overall guidance of the Chief of Mission, and with the direct supervision of the National IT Officer, the incumbent will provide daily technical support to users on the information management tools and technology infrastructure in the Main and all Filed Offices of the Mission.
Core Functions / Responsibilities:
- Provide daily on-site support on the usage of software and hardware to the end-users of the Main Office, Sub Offices and Mission Migration Health Unit (MHU),
- Administration, support and installation of systems, network and software components and related updates on both ad hoc and regular bases; suggest the best possible technical solutions to achieve the required ITC standards while taking into consideration local technical constraints.
- Evaluate needs for upgrading and eventually replacing ITC equipment and network systems in the offices.
- Daily administration and troubleshooting on operational IT problems and providing assistance in finding relevant solutions, as well as periodic maintenance, repair and replacement of hardware components if needed
- Assist to secure the implementation of IOM ITC standards, policies and guidelines, in particular with regards to the implementation of network systems, IT security, software licensing, telecoms and ITC procurement.
- Daily administration and programming of PABX (telephone stations) in Main and all sub offices, support of analog and IP-phone sub systems. Providing regular and proper backuping of phone stations. Maintain telephone infrastructure in main and field offices. Provide IOM office with advises on efficient and reliable telecommunication solutions.
- Assist in daily monitoring of mission-critical servers, services and applications such as PACS, Antivirus, File servers located in main and sub offices, Helpdesk application services, PRISM, and intranet portal ensuring effective liaison with technical counterparts for the proper functioning and availability of those systems. Assist with end-user trainings for those systems when required.
- Assist in preparation of specifications and configurations for purchasing of computer and communication equipment or expendable materials.
- Daily administration and support of active network equipment, switches, WiFi hotspots, routers and proxy server. Troubleshooting and monitoring of all network related problems.
- Maintain the office’s ITC inventory for hardware and software (safeguarding media and licenses), including regular updates to the technical documentation of IT networks;
- Provide trainings for the end-users on usage of ITC resources, as necessary.
- Perform such other relevant duties as may be assigned.
Required Qualifications and Experience
Education
- High school degree/certificate with five years of relevant work experience.
- OR
- Bachelor’s Degree or equivalent from an accredited academic institution (preferably in Computer Sciences or Programming) with three years of relevant work experience.
Experience
- Experience in the area of information technology, administration and troubleshooting of the LAN, communication equipment, different databases and Windows based systems, computer hardware.
- Experience on implementation and administration of Microsoft Windows based network environment (LAN/WAN) and first level network/desktop support.
- Extensive knowledge of Windows OS, Windows-based applications and packages, ISA, TCP/IP, DNS, Telecoms, Network Protocols, VPN, VoIP, MS Office, antivirus software/utilities and graphic packages (Photoshop, Illustrator, InDesign)
- Experience in MS SQL an asset.
- Knowledge and experience in PHP, Java, HTML, mySQL, web design and development of web-based office applications an asset.
- Knowledge in management, control and monitoring of different network equipment including security appliances, firewalls and switches, understanding of WAN routing, router configuration and various VPN technologies.
Holder of Certified Cisco Network Associates (CCNA), Microsoft Certified System Administrator (MCSA)/ Microsoft Certified Database Administrator (MCDBA)/ Microsoft Certified System Engineer (MCSE) certifications would be a distinct advantage.
Languages
Fluency in English and Ukrainian is required.
