Pact Inc. is implementing a USAID-funded project Community Action for HIV Control (ComAxn). The project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing and linkage to care among key and priority populations.
Role Overview
The Community Action for HIV Control project is seeking consultant (-s) to facilitate ITOCA workshops for selected NGOs in Kyiv city, Cherkasy, Donetsk, Odesa, Poltava and Mykolayiv oblasts. In close collaboration with the project Capacity Development Team, the consultant will support NGOs in developing their Change Action Plans (CAP) based on the workshop outcomes and draft a summary report on ITOCA/OPI/CAP results that will be downloaded to the Capacity Solution Platform. This service includes but is not limited to:
a. Pre-workshop planning
b. Review of workshop agenda, content, materials, etc
c. Develop presentation materials, design activities to maximize participation as per adapted Facilitator’s Guide
d. In partnership with the project CD team prepare and co-facilitate the 2-day workshop on ITOCA/OPI in each selected NGOs
e. Prepare ITOCA and OPI analytical reports based on the diagrams exported from the CSP by the CD team.
f. Support development of the CAP, its prioritization, and finalization
e. Prepare a summary report on each workshop observation, feedback, final evaluation, and lessons learned, based on the workshop results and final ITOCA/OPI/CAP analysis. The Summary report should be prepared in Ukrainian, using the project’s template.
The consultant will co-facilitate ITOCA self-assessment workshop in collaboration with the project Capacity Development Officer and cover the required and customized organizational capacities: governance and legal structure, program planning and management, financial management, procurement and agreement management, human resource management, strategic information, partnerships and communication, sustainability, and specific gender integration SOEs as integrated into those capacity areas. Technical areas will be chosen based on the organization’s focus areas such as gender-based violence, DSD models, HIV prevention, stigma & discrimination, systems strengthening. During each workshop the consultant is expected to facilitate at least 7 selected technical and organizational areas. At the same time, the CD Team will co-facilitate at least 1-2 areas and conduct OPI assessment, as well as ensure the work with the CSP platform.
The project expects to complete this assignment within 30 working days.
Specifications of the Services
The Community Action for HIV Control project is looking professional expertise and engaging a technical consultant that would provide ITOCA/OPI workshop facilitation services on:
Phase 1: Pre-Workshop assignments (2 day)
− Familiarization with the workshop background material (Facilitator’s Guide, updated ITOCA modules, background information about organization)
− Preparation of relevant materials, presentations, activities, energizer, games, agenda, notes, presentation slides, a draft of interview questions, and other advanced preparation as per Facilitator’s Guide (in cooperation with the CDT)
− Propose workgroup formats and discussion to ensure maximum participation (number of small groups, representation in groups, tasks and timing of groups’ discussion, etc)
Phase 2: During workshop (2 days): ITOCA and OPI
− Conducting a two-day off-line ITOCA facilitation workshop in Odesa and Poltava or Donetsk regions in 2 selected NGOs (based on the COVID-19 epidemiological situation in each oblast of Ukraine it could be switched to the online format) according to ITOCA Facilitator’s Guide
− Ensure a participatory approach by each participant that will bring to efficient CAP development and finalization.
− Provide timely feedback on the discussion and presentations done by the participants
− Collect required data to ensure workshop evaluation and ITOCA/OPI reports being uploaded to the CSP platform.
Phase 3: Post workshop (1 day)
− Complete the discussed and developed at the workshop CAP to be shared with NGO for finalization.
− Prepare a post workshop summary report for each NGO which includes: workshop report observations/feedbacks/lessons learned, and next steps recommended, analysis of ITOCA/OPI scores, CAP analysis based on the filled by NGOs templates, evaluation report (the template will be provided by the project). The summary report (in Ukrainian language) should be submitted to the project within 4 working days after the workshop ends.

Tangible and measurable outputs/deliverables of work assignment (per each ITOCA workshop in targeted regions): Workshop approach; workgroup formats and discussion, annotated agenda and materials as per ITOCA Facilitator’s Guide Physical presence/Offline or online facilitation during ITOCA Workshop for participants in the aforesaid cities as per SOW Participation in debrief meetings with the project CD team if requested Proper and timely preparation of the final deliverables: ITOCA report, OPI report, CAP (completed and submitted to NGOs), Summary report. At the end of the assignment, the consultant should co-facilitate ITOCAs in targeted regions and provide summary reports for each (including ITOCA/OPI/CAP reports) by 31 March, 2022. |

Provide electronic reports within working days after ITOCA/OPI workshop: -ITOCA report (CSP standard template) -OPI report (CSP standard template) -CAP with prioritized activities during a workshop - Summary of ITOCA/OPI/CAP workshop report (template provided by the project, up to 11pages in Ukrainian). It is expected to have ITOCA reports after each workshop in digital format, up to 11 pages. The summary report should be submitted within 4 working days after the workshop ends. |
Key Qualifications
- Master Degree or higher and experience preferably in social science, humanitarian field, administration, economics, management, or education
- Experience in preparing, conducting, or facilitating workshops, training, conferences etc. Previous ITOCA facilitation will be considered as an asset.
- Excellent knowledge of MS Word, MS Excel, MS PowerPoint.
- Excellent interpersonal, oral communication, and group facilitation skills
- Strict adherence to deadlines.
- Ability to motivate and moderate
- Language requirements: Fluency in spoken in Ukrainian and/or Russian languages.
