Duration of Consultancy: Six months with possibility of extension
Nature of the consultancy: support to the Secretariat of the Cabinet of Ministers of Ukraine.
Project Context and Scope:
IOM Ukraine promotes a whole of society and whole of government approach to migration governance, through close cooperation with Government actors at different levels (national, regional, local) but most importantly with migrants, communities, civil society, private sectors and other relevant stakeholders. IOM supports policy development on migration governance including migration mainstreaming into sectoral policies in line with GoU set priorities, the SDG Agenda and the EU Association Agreement.
In this respect IOM Ukraine aims to provide support to the Secretariate of the Cabinet of Ministers of Ukraine (SCMU) in maintaining regular dialogue on migration issues with IOM and all relevant stakeholders to collect, analyze and utilize migration data for evidence-based policy making.
Organizational Department / Unit to which the Consultant is contributing:
- Policy, Liaison and Programme Development Unit (PLPD).
Category A Consultants:
Under overall supervision of PLPD Coordinator and under technical quidance of the Deputy State Secretary of the Cabinet of Ministers of Ukraine, the incumbent will:
- Assist the SCMU in the preparation of analytical briefs, information notes related to migration governance;
- Assist officials of the SCMU to arrange migration related meetings, prepare agendas, take notes, monitor meeting results;
- Support the coordination, set up, and organization workshops/trainings/thematic discussions, etc related to migration governance with various stakeholders including but not limited to Government entities, UN agencies, private sector, civil society organizations, etc;
- Draft and translate correspondence, speeches and other documents/updates as required. Assist in interpretation when requested.
- Prepare monthly reports on implemented activities;
- Assist SCMU with any other administrative support work as required.
The expected duration of the assignment is 6 months. The contract can be extended based on performance and funds availability.
Deliverables will be monitored and certified based on the following reports:
- Monthly reports capturing the list of deliverables and progress made, timesheets and the plan for next month – each month in the format agreed with PLPD;
All deliverables under the assignment shall be submitted in English language in electronic (MS Word format):

Education, Experience and/or skills required
Education
- University Degree or equivalent in Social Sciences, International Relations, Business Administration, Philology, Public Administration or related field from an accredited academic institution.
Experience and skills
- Good understanding of migration issues in the context of Ukraine as well as more broadly
- Experience working for international humanitarian organizations, non-government/government institutions in a multi-cultural setting is an advantage.
- Knowledge of government structures and migration context and realities in Ukraine will be a plus.
- Strong analytical and writing skills;.
- Experience in providing administrative support services.
- Computer literacy, especially Microsoft Word, Excel, Powerpoint and Outlook.
- Excellent interpersonal, verbal and written communication, and organizational skills.
Languages
- Fluency in English, Ukrainian and Russian languages is required. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
