Менеджер з безпеки та захисту розробляє, підтримує та контролює застосування заходів щодо управління ризиками безпеки та захисту Карітас-Спес для підтримки персоналу, партнерів, діяльності, об’єктів та активів, а також безперервності програм. Під керівництвом виконавчого директора менеджер з безпеки та захисту забезпечує управлінську підтримку та технічні рішення щодо безпеки та управління ризиками у сфері стратегічного планування, розробки програм, систем моніторингу й оцінки та навчання персоналу.

Job description

Position: Safety and Security Manager  

Reporting to: Executive Director

Position is based: Based in Ukraine, only for Ukrainian nationals

Travel around Ukraine is required

Role:

The Safety and Security Manager designs, supports and monitors the application of Caritas SPES safety and security risk management arrangements to support staff, partners, activities, facilities and assets as well as the continuity of programs.  Under the leadership of Executive Director, Safety and Security Manager provides management support and technical safety and security risk management solutions in strategic planning, program design, monitoring & evaluation systems, and staff training.

Duties:

1. Designs and implements work-place safety processes in the context of war and conflict, close location to military zone, work-related travel in the war/conflict zone;
2. Manages staff safety procedures, such as personnel and vehicle tracking.
3. Writes and updates the Caritas SPES Security Plan, and other mandated documents.
4. Ensures safety rules are followed, such as road safety requirements, safety and security measures in the Caritas SPES Network.
5. Conducts risk assessment, as necessary.
6. Oversees the implementation of the safety and security measures in Diocesan offices, communicates directly with Diocesan directors to identify gaps and support needs.  
7. Tests/checks on the maintenance of safety appliances and mechanisms, such as fire extinguishers and escapes, ensures that staff is informed about safety rules in case of air alarms.
8. Conducts checks of safety and security equipment inventory.
9. Provide regular training to staff in relation to work-place safety and security, and training of personal and work-related security in the time of war.
10. Constantly communicates with other agencies, actors, CI family members on the Safety and Security topics, implements the best practices and lessons learned. Prepares the situation analysis.

Job specifications:

Education:

Bachelor’s Degree

Required:

1. Minimum of 3 years work experience in civilian safety and/or security management in Ukrainian or international humanitarian organization, UN, or related international development organization.
2. Formal technical training(s) or professional certifications in security, safety and/or risk management. 
3. Demonstrated understanding of humanitarian standards and management best practices.
4. Experience in hostile or high threat environments will be a plus
5. Demonstrated experience as a trainer – preferably with training/teaching qualifications.
6. First-aid/medic qualifications a plus.
7. Proven English speaking abilities
8. Demonstrated knowledge of best practices in security and staff safety 
9. Ability to train and convey information to non-security personnel
10. Proficiency in MS Office
