PMCG Ukraine was established in 2020 as an independent organization dedicated to delivering progress, supporting Ukraine to advance in economic development, democracy and good governance through policy, structural and administrative reforms, as well as infrastructure development and support.

The organization has partnership with international companies working in the regions of Eastern Europe, the Caucasus, Central Asia, the Middle East and Africa, with bilateral and multilateral development institutions, such as: EBRD, USAID, European Commission, World Bank, UNDP, ADB , JICA and others.

Overview

The Canada-Ukraine Trade and Investment Support (CUTIS) Project aims to reduce poverty and increase sustainable economic growth in Ukraine through the expansion of Ukrainian exports to Canada and the encouragement of Canadian investment in Ukraine. In order to maximize the poverty reduction impact of increased trade and investment between Canada and Ukraine, the project will focus on supporting Ukrainian small and medium-sized enterprises (SMEs), including SMEs owned or operated by women to successfully export to Canada and attract Canadians investment. The project will focus on five priority industries. It will provide trade and investment information to Ukrainian SMEs and women entrepreneurs, develop business linkages between Ukraine and Canada and support the implementation of the Canada-Ukraine Free Trade Agreement (CUFTA).

CUTIS is a five-year development assistance project funded by the Government of Canada (GOC) through Global Affairs Canada (GAC). The project’s implementation period is from February 2016 until February 2021. The Project is implemented by the Conference Board of Canada (CBoC) in coalition with the Canada-Ukraine Chamber of Commerce (CUCC). The main project partner is the Ministry of Economic Development and Trade of Ukraine (MEDT).

This summative evaluation will be carried out in the last year of the Canada-Ukraine Trade and Investment Support (CUTIS) project implementation1. The evaluation aims to ascertain results and assess the effectiveness, relevance and sustainability of the project’s interventions in increasing Ukrainian exports to Canada by small and medium-sized Ukrainian enterprises (SMEs) and encouraging Canadian investment in Ukraine in the five sectors supported by the project2. The Department of Foreign Affairs, Trade and Development (DFATD) and the Ministry of Development Economy, Trade and Agriculture of Ukraine (MDETA) may also use this information to assess future need for technical assistance needed in this sector.

The purpose of this summative evaluation is:

  • To share results achieved by the CUTIS project with key stakeholders; and,
  • To improve future possible programming in the economic growth sector by formulating recommendations on how to strengthen the involvement of Ukrainian SMEs in trade and investment.

The specific objectives of the evaluation are to:

  • Assess the achievement, relevance, and sustainability of CUTIS project results3;
  • Identify key factors that contributed to / hindered the achievement of results;
  • Assess gender equality results in light of Canada’s Feminist International Assistance Policy (FIAP) and consider their relevance for possible future programming;
  • Provide findings, conclusions, recommendations, and lessons to fulfill the evaluation purpose as stated above.

Qualifications of A Team Leader:

  • Experience with evaluation mandates that are similar to the one for this evaluation;
  • Experience working in Ukraine and / or in Eastern Europe;
  • Expertise in trade and investment promotion, capacity building of local actors for trade and investment promotion;
  • At least a Master`s degree in a relevant area of ​​education: economics, public administration, trade, political or social science or related field; 
  • Experience in leading the evaluation team.
