Deloitte is seeking to hire full-time Reconnecting People to Care (RPC) Lead for the USAID Health Reform Support project in Ukraine. 

Period of Performance: From Hire Date until September 30, 2023. Extensions are possible depending on funding and performance.

  1. Project Description

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector
  2. Support the transformation of the healthcare financing
  3. Strengthen the health
  4. Enhance transparency, accountability, and responsiveness of the health care
  5. Improve service delivery system at all
  1. Background/Objective

The RPC Lead will provide technical and managerial oversight relating to the regional and local-level scale-up of health service restoration activities. The RPC Lead will coordinate across the project to understand all HRS activities related to health system recovery, health service restoration, and reconnecting people to health care in Ukraine, as well as to collaborate with technical leads across HRS to build the “knowledge hub” for the RPC program. The RPC Lead will design the RPC grants and a team of Program Managers to oversee RPC grantees. The RPC Lead will also identify issues and risks related to RPC program implementation in a timely manner and suggest appropriate program adjustments, with frequent communication with HRS leadership. 

This position is based in Kyiv; however, telework is authorized from within Ukraine at present. This telework authorization is subject to change at the discretion of Deloitte.

  1. Responsibilities

Duties and responsibilities will include, but will not be limited to:

  • Collaborate with technical leads across HRS (including Deputy Chief-of-Party, Objective Leads, the Recovery Manager, the Lead Coordinator for Recovery, Sr. Strategic Advisor and Strategic Health Care Advisor) to fully understand all HRS activities related to restoration and reconnecting people to care;
  • Collaborate with technical leads across HRS to consolidate inputs into the RPC program, including studies/assessments, best practices, and pilots that could be leveraged in the regional-level scale-up of activities via RPC grantees;
  • Provide technical guidance to design the RPC grants – including input into the grant scope of work, grant webinars, grant concepts, and/or selection of grantees;
  • Supervise 2-6 RPC Program Managers, who will provide day-to-day communication, oversight, and support to RPC grantees;
  • Collaborate regularly with advisors from the HRS cross-cutting teams that support the RPC program, including grants, M&E, and communications;
  • Contribute technical expertise as necessary to ensure project implementation, with a focus on results and financial accountability for all RPC-related activities;
  • Complete all RPC-related inputs into the Work Planning process (including Work Plan revisions);
  • Contribute regular updates and inputs into HRS internal meetings, external meetings with USAID and/or GOU, the HRS Work Plan Tracker, quarterly performance reports, and more, as requested by HRS leadership;
  • Provide strategic vision on program sustainability;
  • To supervise and build capacity of the RPC team:
    - Perform regular check-ins with direct reports to promote quality performance and provide constructive feedback and mentorship in technical and management skills; and
    - Contribute to capacity assessment of the team, developing and implementing performance improvement plans and on-the-job-training where appropriate.
  • Develop close working relationships with a wide range of institutional counterparts, including government ministries, oblast administration agencies, local communities, academic and research institutions, national coordination bodies, national and international non-governmental organizations (NGOs), development partners, and USG-supported programs and projects;
  • Assist in conducting research, analyze, and synthesize evidence-based conclusions and produce practical recommendations based on relevant literature and evidence on Ukraine’s health policy, legal- and operational guideline-environment;
  • Prepare drafts of relevant documentation and reports related to RPC; and
  • Other responsibilities as required by supervisor or project leadership
  1. Requirements:
  • Postgraduate degree (or higher) in Public Health, Public Administration, Management, Medicine, Economics or other relevant discipline;
  • At least 7 years of overall experience with a minimum of 3 years of proven work experience in the area of health system strengthening, and/or health reform, and/or public administration, and/or management;
  • Proven experience managing personnel and technical activities, with grants management experience strongly preferred;
  • Clear understanding of various health care service delivery models and principles of health care reform;
  • Experience working with the Ukrainian government institutions, health care providers, and civil society/non-governmental organizations preferred;
  • Experience working on USAID or other donor-funded projects preferred;
  • General understanding of Ukraine’s health system and reforms;
  • Strong skills in research, critical thinking, presentation-building and public speaking;
  • Strong project management and coordination skills and ability to plan effectively to meet deadlines;
  • Excellence interpersonal management skills, with proven ability to manage and supervise multiple full-time staff, international consultants, and local consultants;
  • Competency in Microsoft Word, Excel, PowerPoint, and Outlook;
  • Ability to maintain focus and complete high-quality work while under pressure of multiple tasks in a politically-sensitive and fast-paced environment;
  • Excellent written and verbal communication skills in Ukrainian and English required;
  • Ability to travel throughout Ukraine when security conditions on the ground allow; and
  • Ability to work outside of standard business hours, on an as needed/required basis.
