Mission
In Ukraine, Geneva call is launching a multiyear program to answer to the current situation aiming in the short term to build knowledge among all parties involved in the conflict; and over the middle-long term to leverage policy development and enforcement of norms related to the protection of civilians and public infrastructure and negotiating humanitarian access. Overall, Geneva Call aims to develop humanitarian engagement with armed parties and communities as a means to create space for dialogue on the protection of civilians. Geneva Call works in the whole territory of Ukraine.

Role
The Project Officer will be in charge of the implementation of project activities as part of Geneva Call’s programme to enhance the protection of the civilian population in Ukraine, in accordance with programme and budget plans, internal procedures and guidelines, as well as donor requirements.
The Project Officer will take the lead in implementing specific project activities in the field, such as needs assesment, awareness-raising, meetings, trainings, workshops and coordinating initiatives with partners, as well as monitoring and reporting on contextual developments.
The project will mainly take place in Dnipro, Zaporizhzhia and Donetsk Oblasts, with activities possible in other relevants oblasts too.
Main activities
Project Management
- Responsible for quality project implementation, development and monitoring in oblasts covered by Geneva Call (GC) Dnipro office (suggestion of new project and development of Terms of References based on strong needs assessment) in accordance with GC and donor work plans, budget and procedures;
- With the support of the GC Legal and Policy advisor(s) and IHL trainers, develops and delivers training on International Humanitarian Law for target groups;
- Collects and analyses, through regular field missions in oblasts covered by GC Dnipro Office, information related to the context, conflict situation, humanitarian needs and potential impact on Geneva Call’s work in project area(s) and relays this to Project Coordinator;
- Contributes to the development/updating of strategic documents (strategy, stakeholders and conflict mapping, conflict qualifications, humanitarian needs and political development in the areas of intervention of GC);
- Participates in the drafting of annual and monthly programme plans, budgets, and project activities monitoring plans in consultation with Project Coordinator, Head of Program, and other team members;
- Implements GC activities in accordance with GC and donor work plans, budget and procedures;
- Monitors and reports on all project expenses of budgets and available funding, including supporting documents and reports.
Communications and humanitarian engagement
- In coordination with Project Coordinator, engages and maintains regular contact with relevant stakeholders and State authorities, local and international organizations, as well as weapon bearers in oblasts covered by GC Dnipro office;
- Attends and represents GC as required at conferences, seminars and other events in the region, relevant to GC mandate;
- Supports Project Coordinator and Communication Officer to produce external communications materials in coordination with Country Director and global/regional Communications team(s);
- Provides materials (photos, videos, stories from the field) about the project and timely reports to showcase project outcomes and achievements;
- Supports implementation of communications strategy including activities, campaigns, events and other initiatives as required.
Monitoring, Evaluation, Accountability and Learning (MEAL)
- Responsible for quality project implementation and monitoring in accordance with GC and donor work plans, budget and procedures;
- Responsible to report on GC software on all projects, activities and indicators reached during the project implemented;
- Responsible for regular field-trip and project reports;
- With the support of the MEAL Coordinator and/or the Project Coordinator, contributes to the MEAL strategy in the area, evaluation of CG project and drafting of interim and final reports for Donors.
Security
- Monitors the security situation vis-à-vis the project, project partners and GC, preparing risk assessments and suggesting mitigating measures to the management of GC in Ukraine and following up on incidents as necessary;
- Contributes to the development/updating of country security analysis and documents oblast covered by GC Dnipro Office.
Compliance
- Remains at all times involved with vetting procedures and concerns while working with partners, suppliers, interlocutors.
Main qualifications
Education and experience
- Completed degree of Higher Education in relevant field such as Political or Social Science, International Humanitarian Law or Human Rights.
- At least 1 year of relevant experience in a humanitarian organization working in conflict areas in the protection field and engagement with armed actors (AGDAs, other armed actors).
- Proven track record of field work experience with INGOs in conflict and crisis affected countries and emergency contexts.
Technical skills
- Solid project management skills related to organizational development projects and international, cross-functional teams with a proven history of delivering results.
- Excellent dispute resolution, facilitation and team building skills.
- Ability to work under pressure and in conflict?affected settings, and to handle numerous tasks simultaneously.
Languages
- English (B2-C1).
- Ukrainian / Russian (B2-C1).
Personal skills
- Developed interpersonal and communication skills including influencing, negotiation and coaching.
- Demonstrated ability to thrive in a matrix management environment.
- Strong communications skills (both written and verbal) at a level appropriate for high level external representation and ability to tailor communications to different audiences.
- Interpersonal skills with experience of negotiation with weapon bearers and other stakeholders.
- Willingness and ability to travel at short notice.
