 Position Title: National Programme Support Officer

Duty Station: Kyiv

Classification: National Officer, NO-A

Type of Appointment: Fixed-term, one year with possibility of extension 

Estimated Start Date: As soon as possible

 Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 Context:

Under the overall supervision of the Emergency and Stabilization Coordinator and the direct management of the Programme Coordinator (Partnerships and Programme Development), in co-ordination with the Senior Programme Coordinator for Operations (SPCO), the successful candidate will support the 3R Unit’s project development, budgetary and operational coordination with the IOM Ukraine administrative, finance and procurement and logistic units.

 Core Functions / Responsibilities: 

  1. Participate in the creation of all project budgets for all 3R projects, in close collaboration with Partnerships and Programme Development Coordinator, the Emergency Coordinator and the Senior Programme Coordinator for Operations, in compliance with IOM and donor guidelines.
  2. Support senior management in collecting and understanding all budgetary needs from technical leads according to their sector of work, and in the inclusion of the requirements and specifications of those sectors in all budgets.
  3. Develop administrative tracking tools to support senior management to monitor financial, admin and procurement/logistical processes and conduct regular review to identify bottlenecks and work closely with relevant support units to develop solutions and support technical leads in implementation.
  4. Review projects consumption, prepare projects consumption reports and analysis as required and ensure that budgetary issues are flagged in a timely manner to the relevant program managers.
  5. Support all technical leads as needed in coordinating with support units on all financial, administrative, procurement and logistical requirements and understanding any contractual obligations.
  6. Participate in internal kick-off and project review meetings including Mission-level RMU, P&L, HR, MEL and relevant technical leads, with follow-up for all actions.
  7. Support Implementing Partner (IPs) management including contracting, reporting schedules and adherence and supporting technical leads to monitor the contractual obligations for IPs.
  8. Draft contracts and all relational documentation with relevant programme staff and implementing partners and coordinate the review processes. Work closely with procurement officers to identify the most appropriate contractual formats for programme efficiency.
  9. Coordinate efficient, timely and quality support to procurement and logistical needs of 3R programme areas to facilitate the implementation of activities.
  10. Supervise Clerks/Finance Assistants within the 3R PSU and ensure work is developed to high standard and submitted in timely manner, including providing any specialized administrative and financial support to the Unit Management.
  11. Perform such other duties that may be assigned.

Required Qualifications and Experience

Education 

  • Bachelor’s Degree in public administration, political science, development studies, international relations, or social sciences from an accredited academic institution with at least five years of responsible work experience; or

or

  • High school degree with at least seven years of responsible work experience

 Experience

  • Experience in the humanitarian sector.
  • Experience in the procurement and distributions of emergency assistance.
  • Understanding of procurement, financial and administrative rules and regulations.
  • Experience in the development and implementation of tools and other operational
  • Experience with liaising with implementing partners for contractual and compliance matters.
  • Experience working with authorities, civil society and vulnerable populations.
  • Experience working with Ukrainian government and civil society.
  • Understanding of the socio-political dynamics and of ongoing humanitarian; and development activities in Ukraine is an added advantage.
  • Experience in working with vulnerable populations.
  • Proficiency in computer skills, especially MS Office applications (Excel, Outlook, Word etc.).
  • Knowledge of development programme planning and implementation.
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of IOM administrative rules and regulations would be an asset.
  • Knowledge of the socio-political and geographical context of Eastern Ukraine.
  • Knowledge of IP contracting and procurement processes.
  • Knowledge implementation of activities at a field level and field level logistics, including planning of convoys and local distribution.
  • Knowledge of techniques to conduct needs assessments and post-distribution monitoring.
  • Knowledge of project financial and administrative management.

Languages

Fluency in English and Ukrainian is required (oral and written).
