About the project:

In October 2019, Alinea International launched a new five-year project in Ukraine: Support Ukraine Reforms in Governance (SURGe). SURGe is a technical assistance project in Ukraine, funded by Global Affairs Canada and implemented by Alinea International Ltd.

SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens. To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms that consider citizen impact and to implement these reforms.

Reform initiative and position summary:

To address the risks of food insecurity for Ukrainian citizens, SURGe has launched the initiative Food Security (Victory Gardens) to encourage Ukrainians to take the issue of food security into their own hands, and to produce food for themselves, their families, and their communities. The RI aims to ensure that every person in Ukraine has sufficient food during the war and afterwards.

SURGe Project is looking for а Team Lead who will lead planning and implementation of Food Security initiative together with SURGe, Government of Ukraine and other stakeholders; manage the team; coordinate development of methodologies, legal acts, implementation of capacity building activities, communication campaigns and other technical assistance products; maintain effective relations with GoU and partners of Food Security initiative.

Location: remote job position for now, with meetings in Ukraine once the security situation allows.
Reports to: SURGe Sector Lead managing relevant initiative.
Employment type: full time, Monday-Friday.
Remuneration: fees are subject to negotiation and must not exceed established market rates.

The duration of the contract is 6 months with a possibility of extensions (subject of approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

Indicative duties and responsibilities (scope of work):

1. In cooperation with SURGe management team develop Food Security initiative vision and logic model.
2. Coordinate implementation of the Food Security initiative in cooperation with the Ministry of Agrarian Policy and Food of Ukraine and SURGe project: identify needs of citizens and communities regarding food security, develop implementation plans, manage resources, measure the impact by including the food security issue in the national reform agenda.
3. Leads the initiative team (up to 7 experts) and ensure productive and collaborative working environment.
4. Maintain effective working relationship with the initiative stakeholders (Government of Ukraine, territorial communities, other technical assistance projects, state and non-state actors in the area of food security).
5. Develop and enact Food Security implementation plans to deliver:
• Policies and regulations;
• Optimized processes for communities and vulnerable families on planting, growing, and harvesting;
• Relevant tools and guidelines that support implementation of the initiative;
• Capacity building activities for the governmental stakeholders to use the developed tools and guidelines;
• Communication campaigns for families and communities to manage their food security;
• Piloting of the food security plans and developed tools with selected urban and rural communities.
6. In line with the reform Logic model:
• Monitor initiative indicators and team performance;
• Draft reporting documents;
• Represent initiative deliverables at working groups, meetings and other official events.
7. Adhere to the principles of RBM, GBA+ and environmental sustainability in preparation of the deliverables.
8. As agreed with SURGe, ensure visibility of the Government of Canada support to this initiative in conferences, meetings, seminars, working groups, interaction with public authorities, non-governmental organizations, and other international technical assistance projects.
9. Prepare and draft other documents and activities as requested by SURGe and Government of Ukraine related to Food Security initiative.
Preferred qualifications and skills:
• 5+ years of professional experience in project management, consulting, governance or related area.
• 5+ years of experience in leading reform office or technical assistance project in the area of food security, agriculture, community development, urban development.
• Proven experience in managing teams (min 5 people). Ability to structure the work of the team and ensure timely implementation.
• Knowledge of the government policy making cycle and national reform agenda, agriculture, food security, public administration, humanitarian emergency response.
• Experience in the advisory to the Government of Ukraine is highly desirable.

Other experience and skills:

• Results driven highly-motivated expert with sound judgement and maturity.
• Strong ethics, well-balanced and mature personality, positive attitude to the job.
• Strong organizational skills, ability to work under tight deadlines.
• Excellent knowledge of Ukrainian, ability to speak and write clearly and correctly.
• Good command of English, both written and speaking skills.
• Citizen of Ukraine.
