Background
Ukraine’s Cohesion and Regional Development Project, UCORD is a technical assistance project supported by Switzerland through the Swiss Cooperation Office in Ukraine (SDC) and implemented by NIRAS Sweden AB.
UCORD aims at citizens, businesses and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace and social cohesion in Ukraine. The project works in 6 pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia, Volyn, and Odesa oblasts as the starting points, targeting capacity development and awareness-raising initiatives spread through the whole country. UCORD consists of three components:
Component 1 embeds the regional policy development in Ukraine through supporting and strengthening the Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public services delivery in WASAW (water supply, sanitation and waste management) sector with a focus on the environment.
Component 3 aims at the construction of social cohesion through culture, dialogue and creative industries.
In this context, UCORD is looking to engage a Component 2 Lead – Capacity Development and Environmental Services Advisor who is expected to perform the following tasks:
Management & Co-ordination
- Report to Project Leader
- Manage and coordinate Component 2 activities, ensuring alignment with other project components.
- Develop and maintain a network with national, regional, and local authorities, the private sector, civil society, and academia for effective implementation
- Ensure timely and comprehensive reporting on activities and outcomes
- Ensure liaison with MinInfrastructure, MinEnvironment, local government associations, regional authorities, regional development agencies and other project stakeholders
- Ensure integration of gender and other cross-cutting aspects into project planning and activities
Strategic Support for Waste, Water & Sanitation Sectors Development
- Support policy dialogue initiatives on waste management, water supply & sanitation at national and regional levels
- Support the review and update of waste management, water supply, and sanitation (WASAW) strategies, programmes, and action plans at the national, regional, and local levels when necessary.
- Assess and strengthen regional and local stakeholders’ capacity to plan and provide WASAW services, advising on and coordinating necessary actions, from tailored development programmes to the provision of technical expertise.
- Lead the initiation and implementation of flagship projects (inter-municipal partnerships) in the WASAW sector while coordinating capacity-building actions to support regional stakeholders in developing and preparing project applications for funding opportunities. including those to be financed by IFIs
- Promote knowledge exchange and sharing of practices within the project and among stakeholders
- Support RDAs in fulfilling their role as facilitators in strategic planning and project development for the WASAW sectors at the oblast level.
- Promote an awareness and understanding of how EU Accession and EU Cohesion Policy will influence the future development of the WASAW sectors
Monitoring
- Continuously monitor national and regional developments to identify opportunities to enhance the impact of UCORD
- Monitor progress and achievement of planned outputs and outcomes of component 2 in line with the results framework
- Provide other services as required to support the delivery of UCORD.
Candidate Qualifications
Education & Knowledge:
- Primary degree in a relevant field
- A thorough understanding national legislation, strategies, programs & plans in water supply & sanitation sector.
- Familiarity with EU Directives in WASAW sectors is highly desirable
Experience:
- Minimum of 7 years of professional experience in waste management or water and sanitation
- Proven experience working with national and/or regional, and/or local authorities, private sector entities, civil society, and academia
- Experience in preparing analytical materials and reports
- Proven track record in managing and coordinating complex projects with multiple stakeholders
- Proven experience in the coordination/delivery of capacity-building actions
- Knowledge of EU Accession and EU Cohesion Policy is highly desirable
