Position Purpose

The overarching goal of the USAID Public Health System Recovery & Resilience Activity (PHS R&R) is to strengthen the Government of Ukraine’s capacity to prevent, detect and respond to public health threats; sustain critical public health services during a crisis, protect the health of all Ukrainians. The project provides technical assistance to national, regional and local Ukrainian public health institutions and CSOs to increase preparedness and response to PH threats, mitigate their impact on essential health services, increase access and sustainability of mental health services for war-impacted population of Ukraine. This is a five-year activity (May 2027 is a closing date of the project).

PHS R&R has launched a “Healthy Community initiative” which will engage at the first stage up to eight territorial communities applying systems strengthening methodology to promote, protect and improve the health of their residents. The Health Systems Strengthening Lead is to be responsible for implementation of “Healthy Community initiative” across pilot territorial communities, leading PHS R&R’s efforts to improve public health planning, management, and service delivery capacity at the level of territorial communities and ensure clear and strong linkages with Ukraine’s national and sub-national public health system. The Health Systems Strengthening Lead is responsible for establishing strong partnerships with governmental and nongovernmental organizations in selected territorial communities and will support their empowerment to effectively provide essential public health functions and primary health care services, including those related to vulnerable and marginalized populations in the context of ongoing war in Ukraine.

The Health Systems Strengthening Lead will provide technical and management oversight of the HSS team. She/he will work closely with other PHS R&R Units such as Public Health, Community Health, Mental health and Public Health Communication teams to plan, implement, and evaluate “Healthy Community initiative” and coordinate capacity-building and technical assistance to the pilot territorial communities.

Key Responsibilities

  • Plan, develop, implement and monitor PHS R&R activities to strengthen public health capacities and service delivery at the level of territorial communities, and to build collaborative relationships to make progress on priority community health issues, including response to and preparedness for health emergencies.
  • Coordinate “Healthy Community initiative”, including access to essential healthcare services, MHPSS services, promotion and prevention programs at the community level and local public health system strengthening areas.
  • Facilitate assessment and identification of community health needs among priority populations in target regions to inform strategies to improve the public health response and promote health equity at the level of territorial communities.
  • Prioritize and coordinate provision of PHS R&R technical assistance and capacity building support to territorial communities and primary health care providers to improve equitable access to health services, and enhance local planning, management, and monitoring of community health.
  • Support the design, adaptation and delivery of contextually appropriate, community-oriented public health initiatives to support disease prevention and control per the evolving context in Ukraine.
  • Ensure that PHS R&R activities for community health strengthening, including primary health care and community-based health services, reflect best practices and evidence.
  • Ensure timely collection and reporting of data on “Healthy Community initiative”.
  • Liaise and ensure effective coordination and communication among the stakeholders at the community level.
  • Coordinate with other PHS R&R units to ensure partners in pilot territorial communities have access to relevant technical assistance and capacity building support.
  • Provide technical inputs into project work planning, tools development, learning reviews, and project reports related to community public health systems strengthening.
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
  • All other duties as assigned

Essential requirements

  • Master’s degree/medical degree and 3+ years relevant experience or equivalent combination of education and experience in international public health, international development, or related discipline.
  • At least 3 years of experience implementing and/or managing healthcare initiatives (development and implementation of standards and evidence-based practices) in health sector.
  • Demonstrated experience in advising, training and implementation of evidence-based standards and best practices in public health and civil society.
  • Experience with public health programming.
  • Experience with USAID or other donor-funded projects in the area of public health.
  • Fluent oral and written English, Ukrainian.
  • Strong computer application skills.
