Reporting to: Deputy Team Leader in Ukraine.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-Time, February 2025 – March 2026.
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Citizenship: Ukraine.
Language Requirements: Fluency in Ukrainian, written and spoken; proficiency in English.

Project Description: Alinea International manages a multi-year UK Government-funded project which supports Ukrainian Government strategic communications capacity and capability. It is inter alia designed to enhance communications through the provision of effective research and analysis.

About the Work: The expert will ensure all activities are delivered on time and are appropriately documented. S/he is expected to work closely with the team in Ukraine and participate in relevant project meetings.

Key Responsibilities: 

• Leads Research and Analysis work to support the Government of Ukraine Strategic Communications.
• Contributes to the overall project team leadership and coordinates closely with team leads to support project outcomes.
• Contributes to project Monitoring, Evaluation and Learning: assists in the review/tracking of related project outputs/outcomes, identifies research/analysis lessons and subsequent learning, participates in regular MEL meetings, learning sprints, reviews; and ensures team understanding and participation in project MEL.
• Leads Research and Analysis team (approx. 10 people).
  • Line manages the Senior Researcher (to be recruited), Chief Analyst (who oversees the Audience Analysis Team), and the ASO Coordinator (who oversees the Media Monitoring Team).
  • Ensures overall Research and Analysis team workflow, including regular planning, monitoring, and delivery of tasks.
  • Provides leadership and oversight for the Research and Analysis team, contributes to staff learning and development.
• Leads research interventions using different combinations of research methods.
  • Coordinates research and analysis requirements across the three Project outcomes, in cooperation with stakeholders, the client and Project teams.
  • Coordinates the selection of relevant methods, research providers and in-house research activities, as required.
  • Approves the design of research interventions following consultation with key internal and external stakeholders.
  • Provides ultimate quality assurance and quality control of research tools and reports after initial review within the team, including but not limited to questionnaires, guides, reports, presentations, charts and so on.
• Ensures account management of research providers. Coordinates selection, tasking and quality assurance/quality control of the deliverables.
  • Reviews and approves ToR for internal and external research providers, provides clarifications and maintains feedback loops.
  • Provides tasking based on ToR and scope of contracts.
  • Confirms acceptance of research services and approves payments.
• Builds and develops networks with relevant stakeholders within the government of Ukraine, British Embassy and other relevant actors to identify opportunities for project Research and Analysis.
  • Collects ongoing Research and Analysis needs and feedback from key GoU stakeholders/clients.
  • Designs and implements standard operating procedures for research design and sharing across key stakeholders.
• Delivers research reports and presentations to internal and external stakeholders.
• Contributes to relevant project reporting on a regular basis: provides inputs to weekly reports, quarterly reports, and other required reports as guided by the MEL team.

Required Qualifications:

Team management

• At least 10 years of experience in research and analysis with at least 5 years’ experience leading teams.
• Demonstrated ability and experience in leading teams with applied experience of mentoring, tasking, goal setting and providing feedback.

Research and Analysis

• Strong analytical skills with a track record of working with multiple data sources/types of data.
• Proven record designing research with mixed methodologies (surveys, focus groups, expert interviews, social media listening, media monitoring, etc.)
• Overall knowledge of key research analysis software, including SPSS, R, Stata, etc. Experience with AI tools and methodologies for research/analysis is an advantage.
• Demonstrated experience of translating data into recommendations. Experience of providing research-driven recommendations for StratComms campaigns is an advantage.
• Solid understanding of applied behavioural sciences and experience delivering research/analysis to inform behaviour change campaigns is an advantage.
• Experience with audience segmentation and target group analysis in the context of communications is an advantage.

• Desirable: Experience working with international development organizations and reporting in donor-funded projects.

• Superb organizational, interpersonal, communication and negotiation skills.
• Experience delivering research reports and presentations at the highest level and handling complex questions.
