Pact Inc, is implementing a USAID-funded project Community Action for HIV Control. The project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing and linkage to care among key and priority populations.
Position Purpose
Under the supervision of Capacity Development Manager, Knowledge Management (KM) Officer will be responsible for designing and delivering knowledge infrastructure to ensure localization of Capacity development and provide technical support to local NGOs/CBOs, strengthen their organizational capacity on implementation and sustaining differentiated HIV service delivery. The KM Officer is responsible for providing timely and efficient knowledge management to NGOs/CBOs partners identified through the sub-granting selection and award process. The KM Officer will support the implementing partners (IPs) with knowledge management activities, trainings, and best practices exchange, including the Communities of Practice, and ensuring supporting tools are in place and properly utilized. The KM Officer will contribute to achieving the overall project’s goals through maintaining partnership and cooperation with local partners, and cooperation with other project components as a part of Capacity Development team. The KM Officer will participate in delivery and monitoring of KM activities and events to strengthen local partners’ ability to directly support PEPFAR goals as well as receiving direct funding.
Specific Duties and Responsibilities:
- Create a knowledge management strategy and framework using innovative approaches and practices.
- Facilitate knowledge building and management focusing on identification and synthesis of best practices and lessons learned directly linked to project goals and activities.
- Facilitate knowledge sharing related to project-specific activities to reflect the best and most currently available information, including promotion of the Pacts’ Solution Platform tools and other relevant platforms.
- Support projects’ teams in program grant management (check and provide feedback to sub-grantee reports, participate in meetings with IPs, conduct monitoring visits to Ips, provide other inputs, etc)
- Provide support to IPs to establish and nurture knowledge networks, communities of practice/learning communities, documented and share best practices.
- Oversee data quality and reporting and use to facilitate knowledge sharing, in collaboration with M&E team.
- Provide direct support, on and off-line training, coaching or mentoring for local partners, NGOs/CBOs.
- Conduct regular field visits to facilitate best practices and lessons learned exchange to support capacity development, mentorship or coaching to sub-contracted NGOs/CBOs (Implementing Partners/IPs).
- Provide inputs to reports and develop analytical briefs, presentations or articles.
- Contribute to the development of annual workplans, performance monitoring and program reporting.
- Present the project knowledge management component in technical meetings, conferences, and workshops, if requested.
- Perform other duties as assigned.
Qualifications:
- Experience in collaboration with or working in projects/ programs of international technical or humanitarian assistance in Ukraine.
- Effective technical skills in HIV, capacity development, knowledge management or health rights.
- Experience with USAID-funded projects is desirable.
Education and Experience Requirements:
- University Degree or equivalent in Social Science, Public Health, Governance, Public Policy, Economics or other relevant areas preferred
- At least 3 years working experience with international technical assistance, knowledge management or capacity development programs.
- Experience in coordinating and providing technical support at the field preferred.
- Background in the areas of grant management and working with IPs;
- Experience in effective project implementation, data collection, analysis, presentations and reporting;
- Experience working with different stakeholders, service providers, national and local institutions;
- Excellent organizational skills and ability to provide on/off-site technical support and training of partners NGOs/CBOs;
- Excellent inter-personal skills and ability to work collaboratively;
- Ability to learn, promote and extend new knowledge and skills;
- Pro-active, fast-thinker, and able to travel within the country.
