Deloitte is seeking a qualified candidate to serve as a National/Regional Stakeholders Coordinator Consultant for the Health Reform Communication Stream in support of the USAID Health Reform Support (HRS).

Period of performance: ASAP – 09/30/2023

Level of effort: 97  days

Project Background and Summary:

The purpose of the USAID/UKAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Background/Objective

National/Regional Stakeholders Coordinator Consultant will coordinate health reform communications efforts / interventions by MOH, NHSU, and HRS in the regions of Ukraine.

Scope of Services:

The National/Regional Stakeholders Coordinator Consultant will support the MOH, NHSU, and HRS communication team with the following:

• Support in the design and coordination of communication activities in the regions;
• Support MOH in the outreach to regional stakeholders;
• Support in the design and organizing public events that engage national and regional stakeholders;
• Provide guidelines for adapting message boxes, press releases, news, statements, Q&A, briefs and other communication tools for the regions;
• advising and support MOH in the Media communication improvements;
• advising and support of crisis communication for MOH;
• advising in launch new information materials: print, video etc. targeted to strengthen MOH communication efforts;
• analysis of the communication data and preparation of reports for MOH leadership;
• provide support in regional communication for implementing the External Communication Strategy of the Ministry of Health.

Qualification requirements:

• no less than 5-years of proven work experience as Communications (PR) Specialist/Manager
• deep knowledge of regional Media and minimum 3-years experience in close cooperation with them
• strong coordination skills and proven experience in coordination efforts of different stakeholders
• proven experience in communication/cooperation with regional state authorities
• understanding of Ukraine’s health system reform will be an asset
• any reform communication support experience will be an asset
• PR Agency and state authorities experience will be an asset
• professional proficiency in Ukrainian and English with demonstrated good writing skills
• excellent interpersonal communicational and organizational skills
• ability to work independently, meet deadlines and prioritize competing responsibilities
