Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: Consultant for Community Participation and Cohesion (CPC)

1. Duty Station of the Consultancy: Home-based
2. Duration of Consultancy: Two months, open for national and international candidates.
3. Nature of the consultancy:

Under the overall supervision of the Chief of Mission and the Operations Coordinator for TRU, the direct supervision of the Programme Officer for Community Participation and Cohesion, and in coordination with the Project Specialist (Coordination, the Consultant for Community Participation and Cohesion will be responsible for the analysis and consolidation of the community response plans developed under the project “Everyone Counts – Inclusive data for stability and development”. This shall include the overview of the priority needs identified, an analysis of the interventions prioritized under Everyone Counts, and the identification of key programmatic opportunities around social cohesion.

1. Project Context and Scope: IOM Ukraine’s Community Participation and Cohesion (CPC) programme focuses on building resilient communities that are empowered to be drivers of peace and positive change. The programme adopts a community-based planning and cohesion approach (CBPC), which engages local communities to drive their recovery pathways to address possible sources of tensions within and between communities. The programme includes three key pillars, (i) knowledge generation on social cohesion dynamics; (ii) inclusive and participative governance; and (iii) grant mechanisms for social cohesion activities, which ensures its responsiveness to local needs and opportunities, flexibility and adaptability to dynamic contexts, and grounding data driven approach.

Within the CPC programme, the Everyone Counts project contributes to the resilience of Ukrainian communities in the face of multi-dimensional shocks by building capacity in the collection and utilization of data at the hromada-level. This allows for the development of evidence-based and inclusive policymaking that responds to large-scale displacement in Ukraine. Out of a total of over 500 communities across 10 oblasts, 211 hromadas took part in the training component and their representatives were trained on: 1) data collection at an individual level, 2) data assessment, and 3) making inclusive, well-informed and evidence-based decisions.

Following the hromada-level trainings, a final selection of 120 hromadas took part in participatory dialogue sessions, where –  representatives of the communities and government administrators were brought together for a series of facilitated dialogues to identify and discuss priority community needs as a basis to jointly develop community response plans with targeted solutions to enhance their resilience and drive their recovery. Throughout this process the communities  used the specialised IT equipment and trainings provided to conduct data collection exercises on their priority issues in the community which built the evidence-basis for their response plans. IOM, through its implementing partners, is currently supporting the implementation of the priority initiatives identified in the response plans.

The intended output of the Consultancy is to analze the the community response plans and relevant data collected through the project and develop a research product that consolidates the key needs identified at hromada level including analysis of the needs already covered under the current project. It should include key recommendations for programming opportunities around social cohesion, inclusive governance, knowledge gaps.

2. Category B Consultants: Tangible and measurable outputs of the work assignment :

Tasks to be performed under this assignment:

1. Consolidate and analyse data from theCommunity Response Plans (CRPs) developed in the 120 target communities to:
   1. Develop an overview of prioritized interventions implemented under Everyone Counts; and
   2. Present key insights on wider trends and needs identified by the target communities.
2. Based on the analysis of needs and prioritized interventions under the CRPs, propose concrete, conflict-sensitive programming opportunities to foster social cohesion and inclusive governance in conflict-affected areas.
3. Building on the data shared by the project team, analyse the composition of community dialogue groups under Everyone Counts, and identify best practices and lessons learned on how to foster inclusivity in future community dialogues.
4. Be available to incorporate suggestions and feedback to the deliverables within a reasonable time frame, in agreement with the focal point, as well as to provide additional information where requested.

 Consultant  for Community Participation and Cohesion hired to deliver an analytical report and a PowerPoint presentation in IOM template on a three-installment payment basis:

1. First deliverable – Consolidated draft report (20 pages), including executive summary (1 page), actionable recommendations (2 pages) in ENG. Deliverable by email by Day 30.
2. Second deliverable – research brief (ENG) (2 pages), and PowerPoint presentation in IOM template (approximately 15 slides). Deliverable by email by Day 45.
3. Final deliverable – Final consolidated report, research brief and Powerpoint presentation incorporating revisions from IOM. All the deliverables are ready, finalized, and approved for translation, publication and presentation. Deliverable by Day 60.
4. Performance indicators for the evaluation of results:

• Combined and condensed report (20 pages) including an executive summary (1 page), recommendations (2 pages) in ENG;
• Research brief (ENG) (2 pages);
• PowerPoint presentation in IOM template (approximately 15 slides).

1. Education, Experience and/or skills required

• Master’s Degree in Social Science, Public Administration, Economics, or related field from an accredited academic institution and at least 7 years of professional work experience

OR

• Bachelor’s degree with 10 years of professional work experience.

Experience

• Excellent writing and analytical skills on data are required.
• Awareness of qualitative research methods and skills in qualitative data collection and data analysis.
• Knowledge on the context of Ukraine is desirable.
• Experience in community engagement, participation, and social cohesion is desirable.
