PMCG Ukraine was established in 2020 as an independent organization dedicated to delivering progress, supporting Ukraine to advance in economic development, democracy and good governance through policy, structural and administrative reforms, as well as infrastructure development and support. 

The organization has partnership with international companies working in the regions of Eastern Europe, the Caucasus, Central Asia, the Middle East and Africa, with bilateral and multilateral development institutions, such as: EBRD, USAID, European Commission, World Bank, UNDP, ADB , JICA and others. 

Position Summary 

PMCG Ukraine seeks a qualified expert for IFC funded assignment that is aimed to analyze the housing value chain and to recommend the most relevant, feasible and commercially viable PPP model(s) for realizing affordable housing projects in Ukraine’s post-war reconstruction context. 

Competencies and professional background

• Knowledge and understanding of the housing (including affordable) market ecosystem, housing value chain elements, players, technical, economic and political factors influencing its operations and dynamics.
• Knowledge, understanding and track record of structuring and delivering PPP transactions or participation in projects advising on PPP transactions, preferably in the housing sector.
• Knowledge of the housing and housing finance value chain and conditions in Ukraine. Good understanding of commercial lending and banking market.
• Sound understanding of the regulatory and legal system in Ukraine, policies, procedures and practices pertaining to the housing value chain, housing finance, PPP transactions.
• Access to relevant contacts in Ukraine to facilitate collection of necessary data as per the TOR.
• Solid analytical and critical thinking faculty.
• Excellent communication, analytical writing and (oral and written) presentation skills in English.
