Background
BACKGROUNDThroughout 2013-2015 UNDP Ukraine has strengthened and widened its cooperation with the Danish Ministry of Foreign Affairs in the area of democratic governance. Initial success of the 2009-2012 Civil Society Development Programme and the 2013-2016 Democratization and Human Rights Programme – DHRP (both funded by DMFA) have paved the road for a wider partnership, including launch of 3 new projects with DMFA assistance. These include “Enhanced Public Sector Transparency and Integrity, 2015-2018 (ETI)” and “Strengthening Capacities of the Office Ombudsperson 2015-2018 (OO)”, and the HRBA Regional Component of the DMFA Good Governance and Human Rights Programme (2016).Overall, 2016 is a crucial year to successfully phase out DHRP (and work for possible launch of a new project initiative in 2017 and onwards), effectively unroll activities of ETI and OO projects. In a setting like this, several core tasks are to be addressed by the Strategic Development and Sustainability Consultant.

 

ADMINISTRATIVE ARRANGEMENTS

It is expected that the Strategic Development and Sustainability Consultant will be involved in distance consultancy work with possibility of periodic involvement in meetings, consultations and discussions. Space/technical equipment will not be provided. The Consultant shall work under the direct supervision of the DG Programme Manager.

Duties and Responsibilities
DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORKThe Consultant will:

  1. Provide assistance and expert inputs for implementation of the HRBA Regional Component of the DMFA Good Governance and Human Rights Programme (including, but not limited to design of analytical products, issue-briefs, technical assignments, assistance in tracking effectiveness of initiatives, participation in working meetings, seminars, round tables and stakeholder meetings);
  2. Provide support to DHRP phase-out (assistance with exit strategy conceptualization, consulting the project on assessing results for 4 years of performance development of a vision and developing materials for launch of possible new initiatives);
  3. Provide analytical support to OO and ETI projects in terms of issue analysis (briefs, notes, analytical reports) and build projects’ capacities on such issues as M&E practices, result-based reporting and strategic digital communications;

 

DELIVERABLES AND IMPLEMENTATION SCHEDULE

1. HRBA Regional Component of the DMFA Good Governance and Human Rights Programme – up to 50 days

  • Design of analytical products, issue-briefs, technical assignments for the purpose of effective HRBA Regional Component implementation – up to 20 days;
  • Contribution (presentations and facilitation) to public events planned within the framework of the component – up to 15 days;
  • Assistance in tracking and documenting effectiveness of component activities for purposes of donor reporting, including but not limited to lessons learned and way forward – up to 15 days;

2. DHRP phase-out, effectiveness assessment, development of new initiatives – up to 50 days

  • Design of the DHRP exit strategy – up to 20 days;
  • Consulting the project on assessing results for 4 years of performance – up to 15 days;
  • Development of materials for possible new initiatives (including, but not limited to development of donor scoping, concept notes and briefs, analysis of statistics etc) – up to 15 days;

3. Analytical support to OO and ETI projects – up to 50 days

  • Needs-based issue analysis and production of analytical products (briefs, notes, analytical reports) for ETI, OO projects – up to 30 days;
  • Build projects’ capacities on such issues as M&E practices, result-based reporting and strategic digital communications (including preparation of presentations, instructions, guidelines, other learning materials and references) – up to 20 days;

The consultancy days could be used any time within a period of 15 February 2016 to 31 January 2017. The final date for the use of consultancy days may be shifted if needed after consultations between the Consultant and UNDP.

Required Skills and Experience
EDUCATION:

  • Bachelor degree in social or political sciences or other relevant discipline.

EXPERIENCE:

  • At least 4 years of experience in providing comprehensive analytical support to international organizations on issues of democratic governance and human rights;
  • At least 3 years of practical experience with M&E frameworks for international organizations;
  • Proven experience of research and / or reporting as evidenced by the list of research products and reports with links to products/reports prepared by the candidate (the list should contain at least three titles);
  • Proven experience of delivery of capacity-building activities (e.g. trainings, workshops etc.) as evidenced by at least 3 relevant examples.

LANGUAGE:

  • Fluent English and native Ukrainian.

 

MONITORING/REPORTING REQUIREMENTS
The Consultant shall keep a time-log and a record of all works completed for the consultancy days rendered. Upon request, the Consultant shall present written or oral explanations on the status of the work under the present assignment.

 

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS

Applicants shall submit the following documents:

  • Letter of interest/proposal including clear indication of alignment with experience and qualifications requirements;
  • Personal CV, including information about past experience in similar assignments and contact details for referees;
  • Financial proposal;
  • Writing sample in English (in DOC or PDF).

 

FINANCIAL PROPOSAL

Contracts based on daily fee

The financial proposal will specify the daily fee and per diems quoted in separate line items. Payments are made to the Individual Consultant based on the number of days worked.

Travel

All travel arrangements will be handled by UNDP if such travel is deemed necessary. Consultations regarding travel options will be held with the Consultant prior to planning of the trips and relevant logistics.

In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

 

EVALUATION CRITERIA

  • Educational background – 5 pts max
    • 5 pts  – PhD in University degree in social or political sciences or other relevant discipline;
    • 4 pts – Master’s / Specialist’s degree in University degree in social or political sciences or other relevant discipline;
    • 3 pts – Bachelor degree in social or political sciences or other relevant discipline;
  • Track record of comprehensive analytical support to international organizations on issues of democratic governance and human rights – 20 pts max
    • 20 pts – Over 7 years of documented experience in comprehensive analytical support to international organizations on issues of democratic governance and human rights;
    • 18 pts – Between 5 and 7 years of documented experience in comprehensive analytical support to international organizations on issues of democratic governance and human rights;
    • 15 pts – at least 4 years of documented experience in comprehensive analytical support to international organizations on issues of democratic governance and human rights;
  • Experience with M&E frameworks for international organizations – 15 pts max
    • 15 pts – Over 5 years of practical experience with M&E frameworks for international organizations;
    • 12 pts – between 3 and 5 years of practical experience with M&E frameworks for international organizations;
    • 10 pts – at least 3 years of practical experience with M&E frameworks for international organizations;
  • Experience of research and / or reporting as evidenced by the list of research products and reports with links to products/reports prepared by the candidate (the list should contain at least three titles) – 20 pts max
    • 20 pts – the text is relevant to the topic of the current consultancy; clear presentation and format; vocabulary and style are appropriate; very few (or no) language errors;
    • 15 pts – the text is relevant to the topic of the current consultancy; relatively clear presentation and format, with some unsystematic errors (mostly in mechanical accuracy);
    • 10 pts – the text is relevant to the topic of the current consultancy; some incompleteness or lack of clarity in the whole is possible; several systemic problems with using appropriate style, vocabulary and/or grammar;
    • 5 pts – the text is relevant to the topic of the current consultancy but maybe unfocused and limited in scope; the presentation is somewhat patchy; frequent systemic language errors but not impeding comprehension.
  • Proven experience of delivery of capacity-building activities –  5 pts max
    • 5 pts – 5+ relevant examples described
    • 4 pts –  4 relevant examples described
    • 3 pts – 3 relevant examples described
  • Language Skills – 5 pts max
    • 5 pts – Fluent English and native Ukrainian.

Maximum available technical score – 70 points

 

EVALUATION METHOD:

Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
