 Resource Mobilization & Proposal Development Support to the Ukrainian Center for Socially Dangerous Disease Control (UCDC) Scope of Work

Total level of effort: up to 100 payable days

Period of Performance: February 08, 2016 – June 15, 2016

Background

The global LMG project (implemented by Management Sciences for Health) is a five-year Cooperative Agreement, funded by USAID with the objective to support health systems strengthening by addressing the gap in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system. In mid-2013, the Leadership, Management and Governance (LMG) Project began to work with Ukrainian Center for Socially Dangerous Disease Control (UCDC), to build on the progress of other projects in strengthening UCDC’s capacity as a Global Fund PR, and to build the institution’s overall capacity as a major player in the Ukrainian health sector.

UCDC functions as one of the three Principal Recipients (PR) implementing a Single HIV and TB grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for 2015-2017. With the MoH issuing order No. 604 as of September 18, 2015, UCDC is to become a core in the structure of the newly established Public Health Center. The LMG technical assistance efforts in Ukraine are focused on continuing the work with UCDC to strengthen their capacity (i) to be a strong PR under the Global Fund; and (ii) to be a strong institution managing the national HIV and TB programs in Ukraine (iii) to transform UCDC into a highly efficient Public Health Center.

Objective

In 2014 LMG facilitated the development of a three-year UCDC Institutional Strategy, operational plan with costed  activities. Together with the UCDC, a Resource Mobilization and New Partnership Development Strategy and tools were developed.

As part of their work to strengthen UCDC’s capacity as a leading organization within the Ukrainian health system, the LMG project in Ukraine requires a local consultant to work with UCDC on (i) the implementation of the of the UCDC Resource Mobilization & New Partnership Development Strategy & Action Plan (ii) introducing and institutionalizing the usage of the fundraising tools, and (iii) providing support to build the fundraising capacity of select UCDC staff.

Description of Services to Be Rendered

It is planned that the consultant will work with key UCDC staff members and LMG staff up to 60 payable days and will be based in Kiev, Ukraine. No travel outside of Kyiv, Ukraine, will be authorized. The consultant will be expected to render the following services:

  1. Lead on the implementation of the UCDC Resource Mobilization & New Partnership Development Strategy & Action Plan;
  2. Establish, document and serve as a Process coordinator for the UCDC Resource Mobilization & New Partnership Development Process;
  3. Coordinate with relevant UCDC staff the development of solicited and unsolicited project (grant) proposals;
  4. Serve as a final clearance for submitting project proposals;
  5. Conduct Resource Mobilization & New Partnership Development trainings for UCDC staff when appropriate;
  6. Facilitate brainstorming session with the key UCDC staff to develop and document (i) the potential project proposals that are in line with the UCDC Institutional Strategy, and (ii) the most appropriate funding model for UCDC resource mobilization activities;
  7. Update/adapt existing Resource Mobilization and New Partnership Development Strategy and Action Plan and tools as appropriate (Action Plan, Donor Matrix etc.);
  8. With the help of existing Resource Mobilization & New Partnership Development tools (i.e. Donor Matrix) identify funding opportunities for the developed list of project proposals. Liaise with potential donors and partners as requested together with senior UCDC staff;
  9. Develop Google-based calendar of deadlines for specific calls for proposals;
  10. Render other resource mobilization-related services as assigned by the CCI/LMG-Ukraine Senior Technical Officer.

Key Deliverables

  1. Monthly progress reports, submitted on a monthly basis and containing:
    1. a detailed description of all of the above-described activities carried out as part of this consultancy in the past month;
    2. outline of key issues and challenges faced in the course of implementation of this consultancy in the past month and proposed actions to address those challenges; and
    3. plans for the next month;
  2. List prospective UCDC project proposals, developed during the brainstorming session;
  3. Description of the most appropriate funding model for UCDC Resource Mobilization Activities, developed during the brainstorming session;
  4. Description of the UCDC Resource Mobilization & New Partnership Development Process;
  5. Developed solicited and / or unsolicited project proposals;
  6. Google-based calendar of the deadlines for specific calls for proposals;
  7. Training materials for the trainings conducted;
  8. Updated/adapted Resource Mobilization and New Partnership Development Strategy and Action Plan and tools as appropriate (Action Plan, Donor Matrix etc.).

Experience and Skills Required

  • Academic background in Economics, Finance, Project Management, Public Health or Epidemiology (a minimum of BA is required; MA preferred);
  • Minimum three years of professional experience in fundraising, new partnership development and resource mobilization is required;
  • Advanced knowledge and nuance understanding of fundraising tools, donor requirements in the public health area;
  • Strong budgeting, finance and analytical skills;
  • Experience in assisting organizations (public, preferably) to implement fundraising, new partnership development and/or resource mobilization strategies and action plans;
  • Portfolio of solicited and unsolicited project (grant) proposals submitted and won;
  • Experience in conducting fundraising trainings is preferred;
  • Ability to focus on multiple tasks in stressful environment;
  • Strategic planning and thinking skills;
  • Ability to lead on several complex tasks;
  • Ability to interact effectively with both state and non-state actors;
  • Ability to deliver within limited deadlines;
  • Fluency in Ukrainian, English and Russian;
  • Excellent writing skills;
  • Knowledge of and experience with donors in the areas of HIV/AIDS, TB, other socially significant diseases and public health is a strong asset.
