Summary
The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine (GOU).
As Ukraine has entered the third year of Russia’s all-out war, the Government of Ukraine (GOU) is intensively focusing on reclaiming its internationally recognised territories. Ukrainian leadership emphasises the crucial need for territorial de-occupation and the restoration of sovereignty. This effort is viewed as a vital step towards the broader goals of national liberation and ensuring the future security of the Ukrainian people.
PFRU is seeking to engage an external consultant to further develop its reintegration approach, confirm PFRU’s niche, identify progress, and make recommendations for adaptations.
Key Responsibilities:
1. Conduct a desk analysis/mapping of the current reintegration planning efforts (and gaps) made by government and non-government actors for territories occupied both since 2014 and 2022.
2. Analyse the existing capabilities and interventions of PFRU in the context of reintegration needs.
3. In collaboration with the relevant technical leads and external stakeholders, build on the existing PFRU reintegration framework to ensure it aligns the Fund’s resources with GOU’s reintegration policies and objectives.
4. Formulate strategic recommendations to adapt the Fund’s activities to support GOU’s reintegration policies and planning goals more directly and identify additional entry points for support on key themes of reintegration of TOTs (e.g. strategic communications, research needs, justice).
5. Monitor and report on the progress of reintegration-related activities within the programme, providing insights on results, challenges and adjustments to the strategy as appropriate.
6. Ensure that the PFRU reintegration planning approach is inclusive, conflict—and GESI-sensitive, and promotes sustainable peace.
7. Contribute to other pieces of work in team as requested by the Deputy Director, Resilience.
Expected deliverables:
- Mapping of current GOU reintegration planning efforts
- Review of PFRU’s Reintegration framework
- Analysis of progress, key results and challenges
- Recommendations for adaptation now and future opportunities
Qualifications and Experience:
- Advanced degree in International Relations, Political Science, Security and Conflict Studies, or a related field.
- At least 5 years of professional experience in conflict resolution, peacebuilding, or reintegration in post-conflict settings.
- Demonstrated understanding of the political, social, and economic dynamics of Ukraine.
- Experience in strategic planning, project management, and multi-stakeholder coordination.
- Demonstrable ability to translate analytical findings into strategic insights and actionable plans.
- Strong interpersonal and communication skills, with proficiency in Ukrainian and English.
Duration:
The assignment will last up to 60 days over three months.
Reporting:
The STTA will be reporting to the Deputy Director for the PFRU Resilience Component.
Location of Assignment: Kyiv, Ukraine.
