Deloitte is seeking a qualified candidate to serve as a short-term Health Economics Consultant in support of the USAID Health Reform Support (HRS).

Period of Performance: June 2021 – September 2021

Level of Effort: 65 working days

Project Description

The purpose of the USAID Health Reform Support (HRS) is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability, and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Background/Objective

The HRS is seeking a qualified Health Economics Consultant to support project’s activities related to developing the report containing the analysis of current economic determinants regarding gender equality priorities in the health area.

Responsibilities

Duties and responsibilities will include, but will not be limited to:

  • conducting desk review of the current economic determinants regarding gender equality priorities in the health area using HRS studies (such as the informal payment studies, PHC assessment study, etc.), State Statistic Service data, NHSU dashboards, MOH Health Statistics Centers data, and other available/open data sources
  • developing report containing the analysis of current economic determinants regarding gender equality priorities in the health area
  • preparing and presenting reports
  • presenting study results (if requested)
  • providing inputs for technical documents related to the implementation of health financing reform
  • providing other support, as requested by the HRS.

Qualification requirements

  • Master’s degree in Economics, Health Economics, Finance, applied health finance, statistics, quality metrics, economic well-being metrics, multidimensional strategies, or other related quantitative field, with demonstrated expertise in conducting statistical analysis
  • No less than three years of proven working experience as data analyst, experience in health area and with technical assistance projects is an asset
  • Understanding of Ukraine’s health system and reform concepts will be an asset
  • Advanced user of statistics software (Stata, SPSS, SAS)
  • High degree of proficiency with Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, etc.)
  • Strong communication and negotiation skills
  • Experience in drafting and supporting analytical reports
  • Ability to work in a team
  • Excellent planning and time management skills.
  • Full command of Ukrainian and English.
