Key Responsibilities
Palladium seeks qualified consultants for a Health Reform project in Ukraine. The Health Finance Consultants selected will work with a team to support the Ukrainian health sector in implementing new health care financing models.
- As a part of the health finance team, support the MOH and other stakeholders to design and implement new health financing model through appropriate health economic and financing data collection, analyses and modeling. This may include conducting political economy analysis to examine opportunities and barriers to financing healthcare.
- Prepares health financing and health economics analyses, recommendations, briefing notes, and assessments for internal and client use.
- Support the MOH and other stakeholders with global best practices and local analyses to inform the adoption and implementation of new health financing model, identifying and implementing cost efficiencies and containment.
- Support the project team to develop capacity at the MOH and other relevant institutions to manage newly-developed systems and tools for financial management, in coordination with other ministries.
- Conduct assessments and analyses that will contribute to health care financing reform and contribute to the design of payment systems and a state-supported insurance program.

Candidate Requirements
- Five (5) or more years of work experience in health financing and health economics areas in complex, national-level projects;
- Masters level degree in economics, health economics, finance, public administration, or related area; additional degree in health related area also a bonus;
- Understanding of Ukrainian health system preferred;
- Sound knowledge of methodologies used in health finance research, cost-effectiveness analysis, quantitative analysis, and statistical/econometric analysis;
- Experience in analysing and designing health financing models, including health insurance and hospital payment schemes.
- Prior experience in working with USAID and/or other international donors in Ukraine, Central and Eastern Europe, or the former Soviet Union;
- Ability to liaise effectively with and develop consensus among key stakeholders, including USAID, national and local officials, public, private, and civil society partners;
- Spoken and written language proficiency in English and either Russian or Ukrainian required (writing samples may be requested).
