Deloitte is seeking a short-term Consultant in Public Health Finance in support of the USAID/ Ukaid Health Reform Support (HRS).
Period of Performance: December 2020 – August 2021
Project Background and Summary:
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Objective
The Consultant will provide technical expertise in public health finance to the MOH in building a national framework on health care preparedness for emergency response (including COVID-19 response).
Tasks:
- develop approaches to public health programs funding
- prepare financial and economic justifications for state funding of public health programs
- provide recommendations for launching public-private partnership
- provide support in costing public health services
- develop recommendations for the paid services introduction and private healthcare providers’ involvement in the provision of public health services
- develop technical documents (guidelines, analytical notes, training materials, etc.) related to the implementation of new financing mechanisms in public health
- contribute to the development of strategic areas of the development of health care for the population under the program of medical guarantees
- collaborate with clinical, technical, analytical, and operational experts to build a national framework on health care preparedness for emergency response
- respond proactively to requests by USAID Health Reform Support
- provide other services upon common agreement
Qualification requirements:
- Master’s Degree in Health/Health Administration/Economics/Finances or other related areas
- Understanding of Ukraine’s health system and reform concept
- Knowledge of international best practices in public health and health systems
- No less than 5 years of experience in Ukraine’s health system or in the international technical assistance projects in health sector
- Experience of work with local health care providers, national and regional health care authorities
- Experience in the development of guidelines, strategies for health
- Excellent organizational skills
- Good writing and communication skills in Ukrainian.
