Deloitte is seeking a short-term Consultant in Public Health Coordination in support of the USAID/ Ukaid Health Reform Support (HRS)
Period of Performance: December 2020 – August 2021
Project Background and Summary:
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Objective
The Consultant will provide technical expertise in Public Health Coordination to the MOH in building a national framework on health care preparedness for emergency response (including COVID-19 response).
Tasks:
- collaborate with international organizations and key stakeholders
- develop close working relationship with national and local partners
- coordinate the analysis of PH-related data
- provide organizational support for public health reform implementation
- develop the recommendations for building the public health system
- develop the proposals for COVID-19 response activities
- draft the regulatory and procedural documents (policies and guidelines) for stakeholders of different levels
- provide recommendations for the role and functions of the regional PH Centers
- support the functioning of the MOH working group in public health (technical assistance and coordination)
- assist in the public health-related policy making and the modern approaches introduction at regional and national levels
- respond proactively to requests by USAID Health Reform Support
- provide other services upon common agreement
Qualification requirements:
- Master’s Degree in Health/Health Administration/Management/Law/Public Health or other related areas
- Understanding of Ukraine’s health system and reform concept
- Knowledge of international best practices in public health and health systems
- No less than 5 years of experience in Ukraine’s health system or in the international technical assistance projects in health sector
- Experience of work with local health care providers, national and regional health care authorities
- Experience in the development of guidelines, strategies for health
- Excellent organizational skills
- Good writing and communication skills in English and Ukrainian.
