Deloitte is seeking a qualified candidate to serve as a short-term consultant on Hospital Network Planning supporting the USAID/UKAID Health Reform Support (HRS) project. The position is short-term and will be based in Kyiv, Ukraine.

Period of Performance: December 6, 2021 to September 30,  2022

Level of Effort: 180 working days

Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability, and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

The Ministry of Health of Ukraine has been working on the development of the Hospital Districts in order to plan a capable hospital network to provide quality and more efficient health services since 2017. Moreover, in April 2020, the second phase of the health reform was launched, and specialized healthcare facilities started receiving funds from the National Health Service of Ukraine. HRS supports MOH,  NHSU, and Oblast Hospital Councils in building capable hospital networks by providing technical assistance to regions for hospital network modelling and for developing their mid-term hospital district development plans.

Objective

The Consultant will provide technical expertise to the HRS team and external consultants in hospital sector planning activities through health data analysis, interpretation, and visualization. She/he will working on the developing 2023 Hospital District Network Model for the selected regions in accordance with the methodological approach developed and piloted by HRS Project, support the development of a Networks of Stroke Care, Reperfusion, and III/II-level Perinatal Centers in Ukraine,  and lead the creation of an electronic database with dashboards for 24 HD Network Models.

Responsibilities

The responsibilities of the Consultant will include but will not be limited to the following:

  • Support the HRS Project team in implementing activities related to hospital network planning.
  • Provide supervision and technical assistance in developing data analysis visualization in Excel, Tableau, and/or other software; creating analytical reports, e-tools, and presentations.
  • Support the Supervisor and HDDP team in the design, structure, retrieval, presentation, storage, exchange, and use of hospital data and information.
    • Create and maintain databases, instruct users, and develop manuals of procedures to be implemented at data collection sites and analysis sites.
    • Support the development of database including health sector indicators such as the capacity of HCFs, analyses of patient pathways, service needs, health workforce, service utilization, etc.
    • Summarize findings in tables, figures, and maps and communicates information.
    • Prepare data/information and project results visualization by developing dashboards in Tableau, Microsoft Power BI, and other data visualization software.
    • Support the development of the online dashboard and interactive maps.
    • Visualize data, create presentations on demand.
  • Conduct hospital sector analysis and modelling of the optimal Hospital District Networks for 2023 for the selected regions (2 regions in total).
  • Analyze hospital network functioning based on collected data from each healthcare facility to identify needs for hospital system improvement as well as methods and resources to accomplish.
  • Conduct situational (exploring) analysis of the regional hospital network systems and regional context related to the hospital network.
  • Ensure the continuous collaboration with the local authorities/representatives, their involvement in the process, and the provision of sustained inputs to the modeling results in Hospital District Network Planning activity.
  • Coordinate the process of Hospital District Network Models verification with the HDDP team and local representatives for selected regions.
  • Finalize the Hospital District Network Models and prepare sufficient recommendations.
  • Prepare technical guidance notes and briefing papers resuming the results and findings of the Hospital District Network Planning activity.
  • Prepare the materials for sharing modelling results with Hospital Councils, incl. leaflets on summary results for each region.
  • In close collaboration with HDDP team, provide support in the creation of the Networks of Stroke Care, Reperfusion, and III/II-level Perinatal Centers in Ukraine, including but not limited to
    • Defining the list of HCFs from 24 regions included in the particular Network;
    • Analysis of HCFs’ performance contracted by NHSU for particular packages;
    • Analytical support to the clinical experts working on analytical notes on the recommendations for the MOH Orders drafts with the list of health care facilities and patients pathways creating the above-mentioned Networks in Ukraine.
  • Lead the creation of an electronic database with dashboards for 24 HD Network Models, including the development of the dashboards concept and the proto-type, concept finalization based on the discussion with the HDDP team, management of the development of IT solution, its testing, and release, and presenting for end-users.
  • Overview of the international experience on healthcare systems, services, or other health-related matters to identify needs for system improvement as well as methods and resources to accomplish (if needed).
  • Organize and participate in working meetings with HDDP team on Hospital District Network Models planning activity.
  • Effectively cooperate with cross-cutting team members (GIS/Data Analyst, Expert on Clinical Service Delivery Models) to deliver the high-quality product on time.
  • Perform other tasks related to the Hospital District Network Modelling and HDDP development as directed by the supervisor and/or Chief of Party.

Qualification requirements (minimum):

  • Master’s degree in Public Health, Health Science, Global/International Health, Medicine, Public Policy, Public Administration, Health Care Management or other relevant discipline; Post-graduated degree will be an asset.
  • Understanding of the concept of healthcare reform in Ukraine; and specifically, reform of specialized hospital sector.
  • At least 3 years of proven work experience in the Ukrainian health (or public health) sector or in international technical assistance projects in the healthcare sector.
  • At least one (1) year of experience in data collection, analysis, and interpretation with demonstrated strong analytical and technical skills.
  • Previous proven experience working with epidemiological, clinical, and demographic data will be an asset.
  • Experience working with regional authorities and regional decision-makers in the health sector.
  • Experience in hospital data analysis and forecasting hospital services needs and utilization.
  • Experience in hospital sector analysis and/or hospital management.
  • Proficient level of MS Office Excel knowledge allowing use MS Excel as a tool for data analysis, data modelling and results visualization. Knowledge and ability to work with IT solutions for data analysis and visualization will be an asset.
  • Ability to work remotely with a team and deliver the quality product in time.
  • Analytical skills and critical thinking for searching, processing, using data and representing post analyzing results.
  • Excellent writing and communication skills in Ukrainian and English.
  • Strong organizational skills and ability to multitask and prioritize as part of a fastmoving team preferred.
  • Strong self-discipline.
  • Ability to work independently and in teamwork delivering high quality product, meet deadlines, attention to details, and prioritize competing responsibilities.
  • Ability to travel across Ukraine for a business trip if needed.
  • Ability to be employed as an Individual Entrepreneur (single taxpayer, 3rd category).
