Deloitte is seeking a qualified candidate to serve as an STTA Consultant on Training and Coordinating Peer Groups of Health Workers in support of the USAID/ Ukaid Health Reform Support (HRS). The position is part-time and will be based in Kyiv, Ukraine.

Period of Performance: April – September 2021

Level of Effort: 40 working days  

Project Background and Summary:

The purpose of the USAID/UKAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Objective:

The Consultant on Training and Coordinating Peer Groups of Health Workers will work under HRS Objective 3 and provide technical and managerial support for launching the peer groups of health workers.

Responsibilities:

  • Contribute to the development of a training course, facilitate the training and deliver sessions 
  • Provide consultations for or check-ins with the peer group leaders and members  
  • Contribute to the development of methodology based on the HRS activity which will be used by peer group members
  • Develop cooperation with stakeholders interested in supporting peer groups on the institutional level 
  • Cooperate and maintain dialogue with activity’s counterparts  
  • Participate in the working meetings of the HRS team on a regular basis
  • Perform additional tasks (related to Peer Groups’ support), as requested.

Requirements

  • Master’s degree in public health, health care, sociology, psychology, or other related areas.
  • No less than two years of experience working with the USAID projects or other projects of technical assistance will be an asset.
  • Experience of developing and delivering trainings/educational events  
  • Experience of working with health workers’ community 
  • Strong communication and negotiation skills
  • Ability to work in a team
  • Excellent planning and time management skills
  • Fluent Ukrainian and English
