Deloitte is seeking for short-term Consultant in Health Data Quality to support the MOH in building a national framework on healthcare preparedness for emergency response.

Period of Performance: May 2021 – September 2021

1. Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

2. Objective

The Consultant will provide technical expertise in health data quality to the MOH in building a national framework on healthcare preparedness for emergency response (including COVID-19 response).

3. Tasks:

• gather and analyze data within public health facilities, laboratory centers on service provision and performance indicators
• provide analysis and calculation on basic equipment, consumables and human resources needs for emergency response needs at the population-based level
• propose the solutions for data quality improvements, algorithms for collecting and sharing data at different levels
• develop recommendations on informing between authorized bodies in case of outbreaks, emergencies and routinely
• provide forecasting and analysis on future exploitation, distribution and conversion of equipment, assets and human resources
• develop data visualization and presentation based on analyzed data per request
• conduct analysis of official statistics related to the public health service and other key health-related indicators
• draft abstract/summary of initial desk review, including the data analysis of key public health indicators
• respond proactively to requests by USAID Health Reform Support project
• provide other services upon common agreement

4. Qualification requirements:

• Bachelor’s Degree in Mathematics / Statistics/ Epidemiology / Health Administration or other related areas
• No less than 3 years of experience in data analytics and/or public health/biosafety programs
• Experience in deriving insights from data and organizing the obtained insights into clear data-driven recommendations
• Excellent presentation skills
• Excellent organizational skills
• Good writing and communication skills in English and Ukrainian
