Deloitte is seeking for short-term Consultant in Health Data Quality and Emergency Planning in support of the USAID/ Ukaid Health Reform Support (HRS).
Period of Performance: May 2021 – September 2021
- Project Background and Summary:
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
- Objective
The Consultant will provide technical expertise in data quality and emergency planning to the MOH in building a national framework on healthcare preparedness for emergency response (including COVID-19 response).
- Tasks:
- provide evidence-based justification for COVID-related response activities and vaccination program rollout
- develop cost-effective decisions for regional public health network facilities development and reorganization
- provide overall analysis of existing policies on data collection and use and develop recommendations on strategic areas of improvement and investments
- develop recommendations on priority areas of impact, their determination and revision
- conduct analysis of the public health data and other key health-related indicators, finding bottlenecks and providing solutions for policy improvement
- draft abstract/summary of initial desk review, including the data analysis of key public health indicators
- respond proactively to requests by USAID Health Reform Support project
- provide other services upon common agreement
- Qualification requirements:
- PhD Degree in Mathematics / Statistics/ Epidemiology / Health Administration or other related areas
- No less than 5 years of experience in data analytics and/or health program management and/or health policy development
- Experience in building epidemiological projections and analysis of causal factors that influence the epidemiological curve
- Experience in data quality verification and improvement
- Experience in deriving insights from data and organizing the obtained insights into clear data-driven recommendations for policy makers
- Experience of work with local health care providers, national and regional health care authorities
- Experience in the development of guidelines, strategies for health
- Excellent presentation skills
- Excellent organizational skills
- Excellent writing and communication skills in English and Ukrainian
