Consultancy on Design and Conducting a Study on Human Rights Based Approach on the Implementation of the Project “Finland’s Support to the Ukrainian School Reform”
Background
The education sector cooperation between Ukraine and Finland supports the realization of the New Vision of the Ukrainian school. The Project is aligned with the implementation plan of the Conceptual Principles of Secondary School Reform (the New Ukrainian School), a concept paper and vision statement for a reform to transform education.
The duration of the Project is four years. The Project started in the beginning of August 2018 with the Inception Phase and will continue till July 2022. The total budget is 8 million euros, of which 6 million euros is Finnish funding and 2 million euros EU funding for specific activities related to the enhancement of the instruction of the Ukrainian language as state language among minority language communities in Western Ukraine. The overall Project has a national coverage and it focuses on three thematic but inter-linked Clusters: Teacher Preparation, Education Promotion, and New Education Environments. Coordination and synergy with other donor interventions are paid attention to.
Context of the assignment
The Project implementation follows the Manual for Bilateral Development Cooperation Programmes by the Ministry for Foreign Affairs of Finland. Following the Manual’s checklist for Human Rights Based Approach, an initial HRBA review has been conducted on how HRBA elements are applied in the setup of the Project. A targeted HRBA study will follow.
Goal and scope of the assignment
The main goal of the assignment is to design and conduct a HRBA study that (i) addresses national and regional situation and (ii) encompasses the main partners of the Project: the MoES, the IMZO, the ITTIs, the Pedagogical Universities, and the regional education authorities. The study helps to draw a picture about the awareness, actual practices and challenges of Human Rights Based Approach among the Project’s main partners.
Methodology of the work
The assignment will be carried out by a Local Consultant. The study will consist document and data reviews, a questionnaire survey on the Project main partners, selected stakeholder consultations and reporting. Reporting will categorize findings and recommendations according to stakeholder organizations and groups. Recommendations will be integrated in the Project’s plans and reporting as appropriate.
Main tasks with key deliverable
1) Kick-off meeting with the Project management and the MoES to agree on the detailed work plan, stakeholders to be consulted as well as to start collecting documents and data; Deliverable: Detailed work plan and schedule
2) Data collection and analysis: Sourcing of documents and data; finalization and distribution of an online questionnaire to the main stakeholder organizations of the Project; focus group discussions; analysis of data and making of conclusions and recommendations for the Project implementation;
3) Debriefing of the Project management with a Draft Report (Deliverable);
4) Finalization and submission of the final report. Deliverable: Final report.
The Consultant prepares a detailed work plan and reports to the National Project Director (NPD) and the Chief Technical Advisor (CTA), jointly known as Project management.
Resource planning and timetable
In total 15 working-days for sourcing and desk review of documents and data, stakeholder consultations, a field mission and reporting. Tentatively max. 5 days is reserved for a field mission. The assignment will be carried in max. 6 weeks starting from the commencement of the work.
Qualifications of a Local Consultant
- Relevant higher education degree
- Specialization in Human Rights Based Approach in theory (education/further training/research) and through practical experience in similar type of assignments
- 5 years of professional experience; education sector experience in Ukraine is an asset
- Sound knowledge of Ukrainian and English language, spoken and written
- Good planning, reporting and communication skills
