Deloitte is seeking resumes of qualified candidates to serve as Legal Consultant in support of ‘USAID Health Reform Support’ project. This is a short-term position, based in Kyiv, Ukraine.
- Project Background and Summary:
The purpose of the ‘USAID Health Reform Support’ project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance
- Support the transformation of the healthcare financing model
- Strengthen the health workforce
- Enhance transparency, accountability and responsiveness of the health care system
- Improve service delivery system at all levels

The Legal Consultant will provide support in legal aspects of eHealth system implementation in close cooperation with State Owned Enterprise “Electronic Health” as directed by the project leadership and will be based in the SOE “Electronic Health” office.
- Responsibilities:
The responsibilities of the Legal Consultant will include but will not be limited to the following:
- Prepare analytical notes, executive summaries, legal comments, concepts of the documents
- Draft proposals to the secondary legislation related to eHealth functioning and further implementation
- Provide legal analysis of the legislation of Ukraine in eHealth-related issues
- Provide recommendations and consultations to the SOE “Electronic Health”
- Participate in discussions with stakeholders
- Support SOE “Electronic Health” in building legal function
- Qualification requirements
- University degree in law
- No less than 7 years of experience in the field of law
- Experience of work with central executive authorities or state-owned enterprises
- Experience of work with international projects and/or organizations
- Experience in health sector is a plus
- Experience in the development and analysis of draft laws and policies is a plus
- Knowledge of law-making techniques and state policy analysis
- Computer skills
- Fluent Ukrainian, English is a plus
