Deloitte is seeking a qualified candidate to serve as a short-term Legal Consultant in support of the USAID/Ukaid Health Reform Support (HRS).
Period of Performance: February 2021 – September 2021
Level of Effort: 55 working days
Project Background and Summary:
The purpose of the USAID/Ukaid Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Objective
The Legal Consultant will support project’s activities related to developing an overview of effective legislation on mandatory salary payments required for healthcare facilities-enterprises.
Tasks:
- developing a report containing a compendium of laws and regulations on mandatory salary payments required for healthcare facilities-enterprises
- preparing presentation with report results
- presenting report results at the webinars for health care providers and facilitating Q/A sessions
- providing follow-up support to the event participants upon request
- providing technical inputs for the documents related to the implementation of health financing reform
- analyzing regulatory framework on health financing, upon request
- providing other legal support, as requested by the HRS.
Qualification requirements:
- Master’s degree in Law
- No less than five years of proven work experience as lawyer, experience in labor law and in technical assistance projects is a benefit
- Knowledge of law-making techniques and state policy analyses
- Strong understanding of Ukraine’s health system and reform concepts is a benefit
- Strong communication and negotiation skills, experience in developing and delivering trainings
- Experience in drafting and supporting laws and regulations
- Ability to work in a team
- Excellent planning and time management skills
- Full command of Ukrainian and English.
