Position Summary
Momentum Wheels for Humanity seeks a Ukraine SCI Renovation Project Consultant to provide oversight of the renovation and refurbishment process of the SCI department in the First Medical Territorial Union in Lviv. Under the direction of the Ukraine Country Director and via coordination with Ukraine Senior SCI Coordinator, the Ukraine SCI Renovation Project Consultant is responsible for coordinating the development and implementation of the renovation process, reporting, and controlling all the renovation stages and accomplishments of tasks activities. The primary functions of the SCI Renovation Project Consultant include supporting the Country Director and SCI Senior Coordinator in the planning, design, implementation, and supervision of refurbishment and architectural planning and activities to design and build an SCI model for the establishment of physical space to develop capacity in Ukraine. Only candidates with work authorization in Ukraine will be considered; relocation benefits will not be provided.

Expected Duties and Responsibilities
Support in redesign and renovation of the existing space (1300m2) at TMU for the establishment of a dedicated, accessible SCI department providing acute and sub-acute care.
Reporting to the Ukraine Country Director, the Ukraine SCI Renovation Project Consultant will have the following responsibilities:
- Collaborate with a licensed architectural firm with extensive renovation experience in Ukraine;
- Cooperate with a technical design specialist (TMU peer mentor and wheelchair user with a background in architectural design);
- Oversee renovation plans that incorporate principles of universal design;
- Outline the placing of specialized equipment, identified by the National and International MWH staff, within the renovated space;
- Upon the completion of the renovation, the newly established department will serve as the site for dedicated acute and sub-acute care for patients with SCI admitted to TMU;
- Organization of work on obtaining initial data for design: urban planning conditions and land development restrictions, technical conditions (work with local self-government bodies, the regional department of architecture, etc.);
- Support drafting project documentation and obtaining state examination conclusions if needed (work with licensed design organizations);
- Organization of work on obtaining permit documentation for construction and preparation of objects for commissioning;
- Organization of work on the issue of technical passports for built objects if needed;
- Organization of work on registration of property rights for newly built objects if needed (work with Bureau of Technical Inventory and local self-government bodies on issuing the ownership certificates for real estate);
- Organizational work for creating and maintaining an archive of design documentation for construction;
- Work to ensure the compliance of equipment and machinery in use to perform qualified service delivery;
- Oversee the performance of the staff involved in the renovation process.
Minimum Qualifications
- Master’s degree in the construction\building field, such as renovation, refurbishment, architectural design planning, universal design, or master`s degree in relevant field of study
- At least five years of strong and proven experience related to refurbishment and renovation projects with an understanding of minimum criteria for universal design and accessible environment
- Experience working with national governmental agencies, international NGOs, and multilateral organizations
- Previous experience in overseeing successful renovation and construction projects
- Ability to set clear goals and manage progress toward them
- Ability to work well independently and with a team
- Excellent interpersonal, written, and verbal communication skills
- Detail-oriented with good organization and prioritization skills
- Written and spoken fluency in Ukrainian
- Basic written and spoken fluency in English
