1. BACKGROUND
On January 1, 2023, the United Nations Development Programme in Ukraine (UNDP) under the financial support of the Ministry of Foreign Affairs of Denmark launched the “Democratization and Human Rights 2023-2026 Project”, under which the sub-project Civil Society and Youth Support Project (CSYP) will be implemented until the 31 December 2026. The project is embedded in the Democratic Governance portfolio, through which UNDP assists the Government, civil society, and the people of Ukraine in advancing democratic policies and practices needed to accelerate progress on sustainable human development.
UNDP is a long-standing partner of the Ministry of Youth and Sports in developing and implementing initiatives for and with young people of Ukraine. With regards to the youth civic engagement, UNDP has further elaborated the Youth Worker Programme (YWP) launched in 2014 with the support of UNDP Ukraine and in cooperation with the Ministry of Youth and Sport of Ukraine (hereinafter – the Ministry) and the State Institute for Family and Youth Policy. Eight years of programme implementation allows improving the professional background of representatives of civil servants and civil society organizations work with young people aimed at increasing the number of young people who participate in shaping youth policy and in enhancing cooperation between government and CSOs on youth issues.
The full-scale war in Ukraine which started with the Russian invasion as of 24 February 2022 affected every young Ukrainian man and woman. According to the Ministry of Youth and Sports of Ukraine, more than 2 million young people have become internally displaced and another 2 million have been forced to leave the country which constitutes 40% of the total number of young people in Ukraine. At least, 35 youth centres have been destroyed, damaged, or located in territories not controlled by the Government of Ukraine. In those regions of Ukraine where there are no active hostilities, youth centres and youth organizations have transformed their work since the first days of the war. Most of them currently operate as temporary shelters for IDPs, humanitarian aid collection centres, volunteer coordination hubs, and provide assistance to those in need.
According to the Ministry of Youth and Sport of Ukraine, 60 percent of the youth workers are internally displaced. According to this survey, 51 percent of youth workers need an exchange of experience with other youth workers 50 percent require informational support about opportunities in the field of youth sector; and 47 percent mentioned the need for financial support for their initiatives and teams.
At the request of the Ministry of Youth and Sports of Ukraine, UNDP analyzed the current state of the professional network of youth workers and developed a roadmap for the transformation of the YWP with the aim of providing support to youth workers during and after the war as well as to ensure young people’s involvement in resilience building and recovery processes. According to the performed analysis, the content and format of the educational components of the Youth Worker Programme must be updated to address new realities.
UNDP support is essential for Youth Worker Programme to ensure its sustainable development in the conditions of limited state funding during martial law and the subsequent recovery process.
DUTIES AND RESPONSIBILITIES
2. MAIN OBJECTIVE OF THE ASSIGNMENT
Through this assignment, UNDP seeks the services of a qualified Consultant to develop a Standard General Short-Term Programme aimed at enhancing the qualifications of civil servants and local government officials in the area of youth work organization in accordance with the government rules and regulations. The programme should equip participants with new and/or improved competencies related to organizing youth-related initiatives and activities within their professional roles. The target audience for this program includes civil servants and local government officials who are involved in youth engagement and community development. The programme should focus on imparting practical knowledge and skills to enhance their effectiveness in youth-related matters.
3. SCOPE OF WORK AND EXPECTED OUTPUTS
The Consultant shall perform the following tasks:

Deliverable 1
Develop a Standard General Short-Term Program, Trainer’s Workbook and Evaluation algorithm and assessment framework.
Following the program objectives, the Consultant will be responsible for developing Standard General Short-Term Program, which should include the following tasks:
- To identify and define the target group eligible to participate in the training.
- To determine the prerequisites and criteria for selecting participants.
- To outline the specific areas of qualification enhancement covered by the program.
- To compile a comprehensive list of professional competencies to be developed during the training.
- To establish the overall goal of the Standard General Short-Term Program, including specific learning outcomes.
- To design and structure the content, topics, and subtopics for the training sessions.
- To define the knowledge, skills, and abilities that participants will acquire upon completion of the program.
- To identify suitable teaching methods and formats for conducting training sessions.
- To determine the required resources for the training, including any remote/distance learning elements.
- To develop a robust assessment method and evaluation framework for measuring the effectiveness of the program.
- To create a Trainer’s Workbook containing exercises and materials for trainers
Output: The Consultant should prepare 1) a comprehensive Standard General Short-Term Program on “Youth Work Organization” for civil servants and local government officials; 2) Trainer’s Workbook with exercises and training materials; 3) Evaluation algorithm and assessment framework. All documents are submitted to and approved by UNDP and the Ministry of Youth and Sports (Ukrainian language, up to 30 pages Times New Roman 11)

Conduct a training of trainers (TOT) for the YWP trainers’ team on the designed programme
Following the program objectives, the Consultant will be responsible for conducting online/offline at least 2-day TOT for the Youth Worker Programme trainers’ team with the aim of familiarizing with the new methodology. (UNDP will cover the expenses related to the logistic organization of training event).
Output: 2-days offline TOT session conducted in cooperation with the All-Ukrainian Youth Center and the Ministry of Youth and Sports of Ukraine for at least 14 trainers.

Research on the need for implementing a standard educational Program for youth workers in educational institutions
Following the program objectives, the Consultant will be responsible for:
- Conducting research through a survey (structured questionnaire using Google Forms) of representatives from youth centers, specialized departments of regional administrations, local self-government bodies, and university representatives.
- Organizing a roundtable/conference (2 days) with representatives from universities, youth centers, NGOs, Association of Youth Workers, local self-government bodies, specialized departments/divisions of regional administrations, Ministry of Youth and Sports, Ministry of Education and Science with the aim to discuss the educational course for youth workers in the institutions of higher learining (the logistics related expenses will be covered by UNDP).

4. MONITORING/REPORTING REQUIREMENTS:
The Consultant shall report to the Civil Society Project Coordinator.
The final report shall be submitted to UNDP no later than 15 December 2023.
The Consultant shall provide the necessary information and reports according to a preliminary determined schedule or as soon as possible (within a reasonable period of time). UNDP will be the ultimate authority to control the quality of work results and assess the Contractor’s performance during the assignment.
All reports should be transmitted to UNDP electronically (formats of: * .docx, * .xlsx, * .pptx, * .pdf) on the electronic source or in the form of electronic communication with the attached final product in the Ukrainian language.
COMPETENCIES
5.EXPERIENCE AND QUALIFICATIONS REQUIREMENTS:
Common requirements to all applicants:
- At least Bachelor’s degree in social science, humanities or a related field.
- At least 3 years of experience in the coordination/management of initiatives in the area of youth work (such as design and/or implementation of projects with and for young people, and/or capacity development and education initiatives for young people);
- At least 3 examples/samples/brief overview of training programs developed for youth and/or youth workers (to be included in the respective CV section or prepared as a separate document);
- Fluent writing, editing and oral communication skills in Ukrainian. Working knowledge of English would be considered as an advantage (the information should be clearly reflected in an applicant’s CV confirmed by the examples/samples/brief overview of the formally approved/implemented documents provided for the professional experience requirement).
Specific requirements to the candidates:
- At least 2 years of experience with the State Youth Worker Programme would be considered an asset.

6.DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS:
Applicants shall submit the following documents:
Required:
- CV, including information about experience in similar projects/assignments and contact details of at least two (2) professional referees.
- Financial proposal.
- Examples/samples/brief overview on at least 3 training programmes for youth or youth workers developed by the applicant.
REQUIRED SKILLS AND EXPERIENCE
7.FINANCIAL PROPOSAL:
Lump sum contract
The financial proposal shall specify the cost of professional services of Consultant for completion of the assignment as per deliverables and in total.
Financial proposal shall include a breakdown of the lump sum amount in accordance with the deliverables defined in this ToR Section 3.
UNDP will provide payments in tranches in accordance with the proposed payment scheme below and upon acceptance of the deliverables, duly certified by UNDP based on quality control and recommendations.
In particular, the payment schedule will be as follows:
Deliverable 1. 40%
Deliverable 2. 40%
Deliverable 3. 20%.
Total: 100%
Travel costs
Should any travel be necessary in connection to this TOR, UNDP will reimburse the expenses based on the duly authorized travel details, including travel and per diems. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
8. EVALUATION CRITERIA
Educational background – 20 points max:
- Minimum required: Bachelor’s degree in social science, humanities or related field
(15 pts – Bachelor’s degree; 20 pts – Master’s degree or equivalent in the relevant field or higher);
Relevant professional experience – 40 points max:
- Minimum required: At least 3 years of experience in the coordination/management of the initiatives in area of youth work (such as design and/or implementation of projects with and for young people, and/or capacity development and education initiatives for young people) (15 pts – 3 years; 17 pts – 4-5 years; 20 points – 6 and more years);
- Minimum required: At least 3 examples/samples/brief overview of training programs developed for youth and/or youth workers (to be included in the respective CV section or prepared as a separate document (12 pts – 3 programs; 16 pts – 4-5 programs; 18 pts – 6 and more programs);
- At least 2 years of experience with the State Youth Worker Programme would be considered an asset (0 pts – no such experience or less than 2 years, 2 pts – 2 years and more).
Language skills – 10 points max:
- Minimum required: Fluent writing, editing and oral communication skills in Ukrainian (the information should be clearly reflected in an applicant’s CV confirmed by the examples/samples/brief overview of the formally approved/implemented documents provided for the professional experience requirement)
(7 pts – fluent writing, editing, and oral communication skills in Ukrainian; 10 pts – fluent writing, editing, and oral communication skills in Ukrainian and working knowledge of English).
Maximum available technical score – 70 points.
9. EVALUATION METHOD:
Cumulative analysis
Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weight: 70%
* Financial Criteria weight: 30%
Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer. After successful completion of the validation interview the offeror will be awarded a contract.
