Annex 2 – TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: Database Management and Analysis Consultant (MBG)
- Duty Station of the Consultancy: Kyiv, Ukraine (Home-based)
- Duration of Consultancy: 3 months, with possibility of extension subject to availability funds and satisfactory job performance.
- Nature of the consultancy: Category A Сonsultancy
Under the overall supervision of the Chief of Mission, direct supervision of the Senior Programme Specialist (MBG) and the overall coordination and oversight of the National Project Officer (MBG), the Consultant will provide advisory services and technical support to the IOM Ukraine’s Migration and Border Governance (MBG) Programme team and its beneficiaries (the Ministry of Infrastructure and other) on database analysis within the “EU Support to Strengthening IBM in Ukraine (EU for Solidarity Lanes and IBM)” project implemented by the International Organization for Migration (IOM) and funded by the European Union.
- Project Context and Scope:
IOM’s MBG Programme in Ukraine and the EU for Solidarity Lanes and IBM project aims at contributing to Ukraine’s trade facilitation and economic recovery through improving flows of essential goods through Border Crossing Points (BCPs) and support the enhanced resilience and business continuity of Ukrainian border and migration authorities in the context of the ongoing Russian war against Ukraine. The project also promotes “EU-Ukraine Solidarity Lanes” initiative, established to forward export and import of the essential goods and commodities from/to Ukraine to the EU member states and global supply chains, that were affected by the ongoing war of Russia against Ukraine.

Category A Consultant hired to advise IOM, officials of the Government of Ukraine (the Ministry of Infrastructure) and other project stakeholders on database management and analysis, applying best practices and ensuring compliance with national regulations on data protection. Data management and analysis Consultant will be generally responsible for maintaining databases, ensuring data quality, managing data storage, verifying and consolidating data, extracting information, transforming data into insights, identifying trends, generating reports, and creating visualizations. The expected outputs are:
- Provide consultations on database management and analysis to IOM, project beneficiaries and partners. – Regular activity (daily), timeframes to be approved by project staff depending on the nature of advisory.
- Provide consultations on database management and analysis during advisory meetings with IOM project team and beneficiaries (both online and in-person). – Regular activity (approx. weekly).
- Coordinate with IOM, beneficiaries and partners on data and information management efforts. – Regular activity (daily).
- Contribute to monitoring activities (beneficiary and partner reports and data sets, etc). – Regular activity (approx. weekly).
- Conduct data analysis on specific indicators (quantitative and qualitative) using appropriate tools and statistical software when necessary (Qlik, Power BI, Excel / SPSS, R, SQL – optional).
- Conduct data analysis from other various sources including field surveys, etc. – Regular activity (daily).
- Maintain dashboards and reports that provide insights into population transportation and mobility trends and patterns. – Regular activity (daily).
- Produce analytical reports on population transportation and mobility trends and patterns (Adobe Reader, Power Point, Word formats) and in the form of visualizations / infographics. – Regular activity (monthly).
- Contribute to the development of other information management products, like data collection templates, maps, dashboards, project briefs, methodologies, infographics, survey reports, and other monitoring reports, etc. – Ad hoc activity.
- Collect/aggregate/visualize data on goods (other than grain) passing through border-crossing points / using corridors. – Ad hoc activity.
- Perform such other duties as may be assigned.
The position requires remote (desk) work. However, on request a desk in the IOM office space can be arranged for meetings or conducting project-related activities, if requested.
- Performance indicators for the evaluation of results
The delivery of advisory service to the Government of Ukraine (the Ministry of Infrastructure), IOM and the project stakeholders is to be reported in a Consultant’s monthly reports (paid monthly) and approved by the project staff.
- Education, Experience and/or skills required
- University Degree (preferably in the field of Statistics, Mathematics, Economics, Business Administration, Information Management, Social Science or another related field with course work in statistical analysis and reporting.
- At least two years of relevant experience with data sharing, and data analysis including data governance, quality assurance and preservation, qualitative and quantitative data analysis.
- Extensive knowledge in the field of national requirements to data protection.
- Proven knowledge in data collection, cleansing, and visualization systems such as Power BI, Miro, GitLab, etc. and Microsoft Office Programs.
- Experience in using on-line data collection and reporting tools (such as Survey Monkey, Kobo, Qualtrics, Activity-Info, Zoho, etc) or similar would be an asset.
- Fluency in Ukrainian. Working knowledge of English.
- Reporting and writing skills.
- Travel required
