INTRODUCTION
The Right to Protection (R2P) is a leading human rights NGO that works comprehensively to solve problems related to migration, its causes and consequences – a qualified professional to fill the position of Safety Officer and provide ongoing security support to portfolio of R2P projects.
POSITION’S OVERALL OBJECTIVES
The Safety Officer will be responsible for the development, implementation and monitoring of the Safety and Security procedures and policies and practices of R2P as well as for constantly reviewing the security situation in Ukraine and updating staff to ensure both their safety and the security as a whole.
DUTIES & RESPONSIBILITIES
- S&S Policies & Procedures: to develop and implement Safety and Security procedures and policies; to continually review all Safety and Security procedures and policies, ensuring that they are kept relevant to the evolving Safety and Security context of each location in Ukraine.
- Security Training: Develop and conduct progressive trainings on Safety and Security for all R2P staff and as required source external training to meet identified training needs. Develop staff skills to prepare safe trips and routes.
- Security & Context Briefings: to provide security briefings (personal security and context) as part of the induction for new R2P staff and visitors to Ukraine.
- Oversight of Partners and suppliers: Raising R2P staff and other stakeholders (including but not limited to partners, contractors and consultants, suppliers’ staff) knowledge and awareness in Safety related topics (including Basic Safety and Security, Awareness and behavior with mines and URW, First medical aid) that align with R2P Safety and Security Policies.
- Oversee, monitor, and administer all activities related to the security of the R2P programs;
- Oversee the physical security of program spaces;
- Brief R2P staff on relevant updates to the security situation in Ukraine;
- Regularly update security assessments and provide input to security scenario planning exercises;
- Develop relationships with local partners to share project security information;
- Coordination with regional team-leaders concerning developing weekly routings and approving from the Security point of view;
- Coordination with local staff and relevant authorities in occasion of unforeseen security situations;
- Other duties as assigned.
REQUIRED QUALIFICATIONS
- High level of spoken and written English;
- Fluent Ukrainian and Russian;
- Qualification in Conflict Resolution, Military affairs or similar discipline;
- At least 3 years field experience of Safety and Security management;
- Proven ability to design and maintain Security SOPs;
- Experience in designing and providing safety and security training (relevant licenses and certificates will be in asset);
- Proven ability to produce timely situation reports and analysis of events;
- Experience in liaising with various agencies;
- Broad-based knowledge and understanding of the political, social, and security situation in Ukraine;
- Sound judgment, diplomatic tact, maturity and common sense;
- Experience with an NGO or international donor organizations similar with responsibility for Safety and Security management;
- Ability to manage information, working independently and leveraging cross-department support;
- Able to manage priorities, take initiatives and work without constant supervision.
