Background
The events and developments of the past two years have led Ukraine to levels of crisis as well as opportunities unprecedented in its history as an independent state. As a consequence of these events, long-standing governance deficits in Ukraine, existing at all levels, have been exacerbated. The Recovery and Peacebuilding Assessment (RPA), that was conducted jointly by the European Union, the United Nations and the World Bank and has been endorsed by the Government of Ukraine’s Cabinet of Ministers on 5 August 2015, identifies that the ongoing conflict in eastern Ukraine has had a direct and highly negative impact on social cohesion, resilience, livelihoods, community security, and the rule of law. A recent survey commissioned by UNDP in the Donbas region provided evidence for a very low level of trust in institutions of governance. Moreover, in pursuing an ambitious decentralization agenda, one of the main reform priorities of the government, Ukraine must enact territorial-administrative reform to consolidate units of local governance. Accordingly, this poses additional challenges for local governments in Donetsk and Luhansk Oblasts in meeting the requirements of the national reform process and the expectations of their respective constituencies. Strengthening the capacity of local governments by improving transparency, accountability and responsiveness to community needs as well as equity and non-discrimination are fundamental if decentralization and other reforms are to have a meaningful impact. This entails improving service delivery, community security and social cohesion for the local population.In response to this situation, in 2016, UNDP has established a Project Office in eastern Ukraine (Kramatorsk and Severodonetsk) with a view to consolidate and deliver the various recovery and governance projects through a comprehensive, area-based Recovery and Peacebuilding Programme (RPP) in five conflict-affected regions (oblasts): Donetsk and Luhansk (Government Controlled Areas), as well as Zaporizhzhya, Dnipro, and Kharkiv oblasts. RPP frames UNDP’s interventions in Eastern Ukraine to address the recovery needs of conflict affected population and communities.
The Programme Component has three components focusing on: (1) economic recovery and restoration of critical infrastructure; (2) restoration of governance and support to decentralization reform; (3) strengthening community security and social cohesion.To manage the second component of RPP – Local Governance and Decentralization Reform, which includes contributions from the Government of Sweden, the Government of Switzerland and the European Commission – in efficient and effective manner, UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of the Programme Coordinator.
Duties and Responsibilities
Under the direct supervision of the Technical Specialist (Recovery and Peacebuilding) and close coordination of the Management Analyst, the Programme Coordinator will be responsible for the management of the Local Governance and Decentralization Reform component of RPP. Specifically, s/he will perform the following key tasks:
- Ensure overall operational management of the Local Governance and Decentralization Reform component of RPP and delivery of results, in close cooperation with the Management Analyst in Kramatorsk, in accordance with the programme document, work plans and other joint agreements between the Government and UNDP;
- Supports RPP in strengthening the effectiveness of good governance programming in line with UNDP’s democratic governance principles and policies;
- Ensure timely preparation, update and implementation of annual and detailed implementation work plans for Local Governance and Decentralization Reformcomponent of RPP, and other related documents for timely commencement and implementation of the programme activities;
- Provide substantive input to the RPP activities and outputs and ensure timely implementation of programme activities, including reporting on progress vis-à-vis planned activities and expected outputs;
- Coordinate and supervise the work of RPP team members subordinated to the Programme Coordinator, experts and consultants, including the preparation of the terms of reference, facilitation of recruitment and monitoring of work/results;
- Ensure proper management of the budget allocated for the Local Governance and Decentralization Reform component of RPP. Ensure that funds are available when needed and disbursements achieved as per the work plans and cost-sharing agreements;
- Ensure appropriate recording and accounting documentation as required by UNDP and prepare required financial reports;
- Coordinate among stakeholders as well as among various structures of governmental institutions on behalf of UNDP in the subject area;
- Provide technical advisory support to the UNDP RPP in engagement with Government of Ukraine, line Ministries and other relevant governmental institutions to support the capacity development and implementation of Local Governance and Decentralization Reform / Restoration of Governance and Reconciliation initiatives. Act as the specialized focal point of UNDP assistance in the subject area;
- Maintain close liaison with national partners, ensuring optimum participation and promoting ownership of the Government in the implementation of RPP;
- Develop the professional platform for networking and partnership building with the national and regional authorities, CSOs, private sector and international development organizations or projects;
- Ensure coordination of the RPP activities with other stakeholders at national level. Ensure the development of cross-programme linkages with other relevant UN projects and programmes and other stakeholders’ projects for mutually reinforcing impact;
- Ensure coordination with relevant working groups and information on the RPP activities are shared;
- Support UNDP in partnership building and resource mobilization initiatives;
- Facilitate in collection, analysis and interpretation of data in the field of RPP implementation in the target regions and Ukraine in general. Ensure availability of an up-to-date information on all critical issues related to RPP;
- Prepare regular updates to UNDP with situation analysis (political, social, and economic) in the field of the programme implementation;
- Ensure and contribute to preparation and implementation of the RPP communications strategy and plan;
- Ensure compliance of RPP business processes with UNDP Project Operational Policies and Procedures and UNDP Standard Operating Procedures;
- Prepare reports, including progress and annual reports, as well as ad-hoc technical reports;
- Facilitate programme monitoring and evaluation, as well as audit activities;
- Assure that due security measures are in place with regard to the programme office;
- Ensure that the Atlas Project Management module is updated on a regular basis;
- Perform other activities requested by Management Analyst in Kramatorsk and UNDP Senior Management.
MEASURABLE OUTPUTS OF THE WORK ASSIGNMENT:
- Full and appropriate implementation of Local Governance and Decentralization Reform component of RPP;
- Results, experiences and lessons learned during implementation of the Local Governance and Decentralization Reform component of RPP disseminated at the national and regional levels;
- Reporting, quality monitoring and closure activities completed.

- Funds delivery for Local Governance and Decentralization Reform component of RPP reached 100%;

Required Skills and Experience
MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Master’s Degree or equivalent in Economics, International Relations, Management, Social Sciences, Social Development, Political Sciences, Public Administration, Law or other relevant areas;
- Minimum 10 years of experience in field of public administration, legal research, human rights. Proven track record in policy analysis in the area of public administration reform and local governance. Managing teams, national and international experts in development projects or large project components, including at least 3 years in public or international organization in the relevant fields;
- Experience in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments is a huge advantage;
- Experience in delivering capacity development, advisory and advocacy services to the Government in the relevant fields;
- Experience of working with relevant stakeholders from the governmental and non-governmental institutions involved into recovery issues at the national and sub-national levels;
- Familiarity with UNDP project management procedures and experience with ATLAS is an asset, PRINCE2 qualification will be considered as an advantage;
- Fluency in English, Ukrainian and Russian is required.
