CARE INTERNATIONAL

At the core of the CI Confederation is a globally distributed Secretariat, which provides coordination and support to its Members in areas including governance, strategic planning, communications, membership development and accountability, advocacy, humanitarian response, and program development. In addition, the Secretariat represents the CI Confederation at the United Nations and the European Union, and with other external stakeholders.

Context in Ukraine

On 24th February 2022, Russia’s invasion of Ukraine marked a significant escalation to the conflict that started in 2014. It continues to profoundly impact the lives of people across the country at various levels. The front line is continuously shifting and there are areas controlled by Russian forces as well as cities under siege. Aerial attacks on military installations and critical civilian infrastructures are conducted in the whole territory of Ukraine, often resulting in collateral civilian casualties. The conflict has caused the largest population movement in Europe since World War II, with 6.24 million displaced within Ukraine and 7.68 million refugees having fled to neighboring countries. By October 26, OCHA had counted 17.7 million people in need of humanitarian assistance. 

Amid the upcoming winter, which is anticipated to be the worst in decades, at least one-third of the country’s energy infrastructure is damaged, leaving millions without heating and access to water. In October, the Russian Federation claimed to have annexed four Ukrainian oblasts, further increasing the challenge of access to these areas. Therefore, in addition to preparing the population for the approaching winter, an ongoing priority for the international humanitarian response is to secure access to recently liberated and recaptured areas in the East and to provide aid to previously unreachable and particularly hard-hit areas of Ukraine. 

CARE UKRAINE

As a new actor in Ukraine, CARE prioritizes a locally led response and is partnering primarily with Civil-Society Organizations (CSOs), National NGOs, local authorities, and when needed, INGOs with a longstanding presence in the country and access to hard-to-reach areas. CARE Ukraine deliberately and strategically prioritizes partnerships with local and national Women Led and Women Rights organizations (WLO’s/ WRO’s), further strengthening the Gender in Emergencies (GiE) principle and the Women Lead in Emergencies (WLiE) approach.

In the first few weeks after the escalation of the war, virtually all humanitarian aid inside Ukraine was organized and implemented by local actors. These groups (together with local authorities) remain the principal aid providers but are quickly being exhausted of funds, fuel, and physical energy. Thereby, a considerable proportion of CARE’s resources is dedicated to strengthening and supporting the capacities of local partners. 

As of November 2022, CARE Ukraine has established partnerships with twelve local/national organizations (incl. four WLO’s/WRO’s) and five international NGOs. From the more than 28 million that have been raised for Ukraine thus far, more than half is allocated to local/national partners. Through the activities that have been implemented so far, CARE Ukraine has been able to reach 550,030 people, including IDPs and affected populations in hard-to-reach areas.

Job Summary

The Security Risk Analysis Coordinator plays a fundamental role in understanding the impact of the war on civilian populations, CARE personnel and assets, as well as those of its national partners in Ukraine.

The main task of the SRA Coordinator is to gather, verify and analyse security-related information and data, transforming these data sets into geographically referenced, detailed and actionable reports to support the safety and security of CARE personnel, programmes and operations in proximity of areas affected by military operations / hostile actions, across two distinct fronts and numerous dispersed towns / project areas, as well as all other types of risks identified in CARE Safety & Security Risks Assessments and Safety & Security Management Plan. 

The incumbent will work closely with various teams within and outside CARE, to help assess risks, determine the credibility of sources, the reliability of data / analysis and provide valuable insights for access and programme activities decision-making. The role demands the unreserved commitment to monitoring events across Ukraine, systematically searching and verifying sources and data. The person must demonstrate effective communication skills, mobility, and an ability to produce original and unconventional analysis, in the form of frequent and detailed reports relevant to CARE, often “on-the-go” under tight timelines. 

General Responsibilities

Under the supervision of and in close cooperation with the CARE Ukraine Safety & Security Manager and the Country Director, the CARE Ukraine Security Risk Analysis Coordinator will assist with ensuring that risks for the country programme remain acceptable and proportionate, and that CARE meets its Duty of Care to its partners’ staff as well as to its own personnel. The SRA Coordinator achieves this broad responsibility through maintaining oversight of CARE Ukraine members and teams, as well as those of its partners – about 20 by the end of summer 2023 – ensuring their security & access information, risk assessments, management plan requirements and practices as well as their reporting on all are compatible with those of CARE.

The SRA Coordinator also contributes – as each member of the security and management teams – to identifying and analysing operational risk issues, sharing data, analysis and recommendations to the Safety & Security Manager in real time, as well as implementing CARE Ukraine’s Safety & Security Management Plan. Responsibilities include, but are not limited to security, health & safety, operational and information security risks, as well as fiduciary, reputational, compliance, and legal risks.

Key & Specific Responsibilities

The Security Risk Analysis Coordinator will be responsible for the transformation of security risk data into actionable evidence for the CARE programme and security personnel:

1. Security Threats & Risks identification & data collection

• Continuously monitor and assess security threats and risks in the designated areas of operation, 
• Identify and analyse current and emerging security risks.
• Analyse security risks and potential impact on populations, personnel and programmes.

2. Source Credibility & Data Reliability

• Evaluate the credibility of information sources by considering authorship, purpose, origin, and motivations.
• Compare sources to make informed judgments about trustworthiness.
• Ensure the accuracy and reliability of data used in security risk assessments through rigorous validation.

1. Transformation of data into actionable evidence

• Systematically collect accurate, relevant, and comprehensive data from various sources, including personal sources, INGO reports, and observations.
• Clean and preprocess raw data to rectify errors and ensure quality.
• Integrate data from multiple sources into a unified dataset.
• Apply statistical and computational techniques to analyze the data.
• Use data visualization techniques, such as charts and maps, for better understanding and trend identification.
• Perform hypothesis testing to support or refute hypotheses.
• Interpret findings in the context of the problem being addressed.
• Place evidence in the appropriate context for relevance.
• Communicate findings, recommendations, and insights clearly and concisely.

4. GIS Mapping

• Utilize ARC GIS mapping for various critical purposes:
• Conduct situation assessments by integrating real-time data sources to assess the evolving ground situation.
• Perform needs assessments by overlaying demographic data with conflict-related information to identify areas with the greatest humanitarian needs.
• Analyze access to war-affected areas, considering road conditions, blocked routes, and security risks.
• Incorporate security data to identify high-risk zones and provide real-time security risk assessments.
• Optimize resource allocation by visualizing the locations of humanitarian assets.
• Track the movement of displaced populations and anticipate emerging crises.
• Identify critical infrastructure damage caused by the war.
• Assess environmental impact resulting from the war, such as pollution and habitat destruction.
• Facilitate coordination of security data and analysis exchange among humanitarian agencies, civil-military administrations, and government entities.
• Provide critical information to the CARE programme team on affected populations through maps and reports.

This role involves a high level of scrutiny, analysis, and transformation of data to ensure informed decision-making and actionable insights in the context of security risk management. 

1. Reporting:
   1. Produce security risk analysis reports and briefings on short production cycles, ensuring that information is relevant and up-to-date.
   2. Record Keeping: Maintain detailed records of safety & security assessments of security threats, risks, incidents/accidents relevant to population and humanitarian personnel protection, databases, analytical pieces, regular and specific reports.
   3. Reporting: Prepare regular and ad-hoc reports, disseminate those to concerned parties in close cooperation with security, programme and senior management.
   4. Lessons learned: Analyse security incidents and lessons learned to continually improve security strategies and ensure that partners adapt their practices accordingly.

1. Support: to all CARE staff based in Kyiv and for the Kyivska Oblast:

• Assist in developing and regular updating the Security Risk Assessments
• Assist in developing appropriate safety and security protocols depending on the nature of specific threats and risks.
• Work with administrative / logistics staff to ensure appropriate steps are taken to safeguard office premises, equipment, and residential property (guards, locks, lighting, alarms, and fire equipment).

1. Procedures and Protocols relevant to Kyiv City & Oblast

• Assist in overseeing the maintenance of staff contact lists and the security information trees.
• Ensure that effective communications are in place and that all staff members are adequately trained to use any equipment that is included in the SSMP, and that all staff members are capable of following communication protocols.
• Ensure that all incoming visitors receive a security briefing and information.
• Supervise and enforce (including disciplinary action where necessary) compliance safety and security standards and procedures.
• Ensure timely and accurate reporting of safety and security incidents.
• Organise and circulate relevant safety and security information to the staff and providing an opportunity for employees to voice Safety and/or Security-related concerns.
• Contribute to the security of the staff by sharing relevant security-related information. 
  • Assisting the CO Incident/Crisis Management Team to plan and prepare for major safety and security events and critical incidents.

1. Assisting in participating in the selection of protection services and other outsourced security risk management support as required, and ensuring that adequate training and support is provided. 
2. Networking and Coordination:
   1. Information Sharing: Act as a focal point for sharing security-related information and intelligence with partner organisations and coordinate joint security efforts.
   2. Coordination with authorities: Establish effective communication channels with relevant local authorities and security forces to enhance the safety of humanitarian operations.
   3. Collaborative Initiatives: Identify opportunities for collaboration with other humanitarian actors, UN agencies, and non-governmental organisations to pool resources and expertise in enhancing security.
   4. Collaborate closely with internal and external stakeholders, including CARE and partners’ field teams, government official, and other international organisations, in particular INSO to share and gather security-related information.

Essential criteria:

The position holder should be able to demonstrate the following attributes: 

• Relevant bachelor’s degree. 
• At least two-year work experience in safety & security management, preferably with INGOs.
• At least two-year experience in working in complex and hazardous environments.
• Fluency in English, Ukrainian and Russian.
• Flexible and committed to CARE standards of work.
• Demonstrated experience with report writing.
• Proficiency in ARC GIS and other related GIS and data management software, MS Office application particularly Excel, outlook, and Word.
• Recognised experience in Safety & Security Management.
